Reporter Is A Foster Father

The reporting party (RP) disclosed that Taylor Trusheim DOB: 4/3/99 was brought into Sutter/Yuba Behavioral Health for a Triage appointment to assess for possible services. Prior to the appointment Taylor's mother La Vonne Bettencourt received a call from a family member who brought up an incident which occurred when she was 4 years old. The family member mentioned an incident where the child was molested by the daycare provider's husband Bret Baker. Subsequently the mother discussed the information with Taylor who confirmed the molestation. The confirmation alarmed the mother who recalled the last day the child was at the daycare. On that day after pick up 4 year old Taylor, the mother felt uneasy regarding an incident which occurred. According

3:20pm- IRTC spoke with assigned CPS, Oneeka Peters, who reported that the subject child was interviewed at the Brooklyn CAS on 3/21/17 and there was substantial disclosure of possible sex abuse. CPS expressed that Detective Ruby was present and he reported that he does not think the alleged subject is the foster parent’s ex-husband, but there was a brother (foster parent’s relative) who frequented the home during the timeframe the child was referring to. CPS expressed that the subject child stated that the alleged subject was the foster parent’s husband, but there were questions as to who she was actually identifying. The worker contacted Anita Roberson who the mother of Amber Bowe and grandmother to her children. The worker asked Mrs. Bowe if she had any concerns for a Mr. William Chadwick who is the father of Amber Bowe’s younger children Jameson and Jackson. Mrs. Bowe stated “William is verbally and physically abusive the kids. Jameson has told me her dad has called her a “bitch” before because he was mad at her. Jackson has told me he dad has thrown him on the bed by his neck because daddy was upset at him. Mrs. Roberson recanted she was told by the children about an incident where Jackson had defecated in his underwear and William made him “eat” the feces as punishment. The reporting party is (RP) Ophelia Larose the grandmother of the foster child Aniyah Blake. The RP stated she and the biological mother had a visit with Aniyah on 6/19/15. The RP the foster father (Mark Cannon) did not bring food or diapers for the visit. When foster father was asked about the missing items the foster father replied "the FFA did not provide me with them when they dropped Aniyah off." The RP stated the child appeared very hungry and the bio mother provided the child with a bottle and diapers. The foster child had a diaper rash according to the RP. Reporting Party Ja'Tiara Fuller (CSW) contacted CPHL to report that on 10/27/16, Foster mother (FM) Shania disclosed to her that on10/26/16, while Shania was on a day pass, she came to Los Angeles and was texting William Moore-Williams and that he wanted her to come where he was. Reporting Party expressed that Shania went to where William was and that he raped Shania on 10/26/16. Details regarding what happened and where the incident occurred is unknown by Reporting Party. Reporting Party expressed that FM was taking Shania to the hospital on 10/27/16 and FM contacted Reporting Party today regarding the incident. Reporting Party expressed that per foster mother, Shania was supposed to be home from her pass at 2 PM but was late and did not

On 09/10/15 Ms. McClain voluntarily admitted her son to Parkwood for treatment; the child has not been given a discharge date. During the assessment with the child and his mother, Jameraqua disclosed to the reporter that he and his mother have had multiple physical altercations in the past and a several months ago his mother whipped him with an extension cord. The child did not have any visible marks or bruises and indicated to the reporter he doesn’t have any. Jameraqua feels his mother fights him because she dislikes him; Ms. Mitchell is unaware of the reasons. The reporter witnessed a volatile relationship between the child and mother and they had to be separated during his assessment.

Two weeks ago, Mr. Knight was contacted by law enforcement with suspicions that Will stole someone’s gun and sold it. According to the reporter, the child’s father made contact with him to tell him he’d been evicted from his home and did not know where Will was. The reporter stated Mr. Knight is a truck driver and has been living in his truck; Will was left with his grandmother after they were evicted. Ms. Jordan and Will got into an argument and the child ran away from her home and the family has not been able to find the child before 08/06/15. The reporter stated the children told their father they don’t know the last time they took a bath and whenever she bathed them the bath water was completely dirty. The reporter stated the children are underweight even though their mother receives food stamps. According to the reporter, all three children had sores around their mouths, in their heads, on their backs and buttocks, and on their arms and legs. Ms. Ballard stated she called to ask Brittany it was. The reporter stated Ms. Smith told her she did not know and had not seen anything on the children. Ms. Ballard stated she and the children’s father took them to be seen at a hospital on 07/05/15 and the children were diagnosed with Infantago. The reporter stated she later called Ms. Smith back to ask her for the boy’s insurance card in order to take them to see a doctor and pick up their prescriptions but she refused and did not give it to Mr.

The reporter said Leannah never took the child to the doctor. The reporter spoke with mom about the allegations against Chris, and she “beat her head into the ground and kicked her teeth out”. The reporter said mom continues to bring the children around Chris, even after what she told her (unknown when). The reporter said mom is an alcoholic, and she does drugs (pills). Mom will take anything you give her (pills), and she smokes marijuana in her bedroom. PER REPORTER: Charlie said today five year old Makiyah was brought into the emergency room in Chicago, IL by her mother. He said the child was brought in due to the child disclosing to her mother that while she was in Mississippi in the care of her grandmother (Felicia) she was abusing her. Charlie said he was told that Makiyah has been in Chicago, IL with her mother for a week now due to the child’s aunt dropping her off with her mother. Charlie said to his understanding the child was randomly dropped off with her mother by her aunt due to Felicia no longer being able to care for the child. Charlie said the child’s mother told him that Makiyah was staying with Felicia in Mississippi until she got everything together for the child to be able to come and live with her. However, he said according to the child’s mother the child will be staying with her and will not be going back to stay with her grandmother.

Per Reporter: Bobby has custody of the children; however, Heather kidnapped the children November 2, 2017. Heather has three warrants for kidnapping against her. Heather and the children are living with Sherry (maternal aunt) and as of a couple of days prior to intake in a camper. The location of the camper is unknown. Heather use drugs (crack, ice meth, weed, pills or whatever is available) around the children. Heather drinks “ice”, a liquid to coat her system to pass a drug screening. Years ago Heather purchased $1000 of crack to miscarry due to not being aware of the father; Heather was four months during that time. The drugs are accessible to the children. Out of every short-term foster parent I’ve had in the past two years, Venus was the one person who had the biggest impact on my life. In the beginning, Venus was very generous and claimed she was my birth mother. She would buy me all sorts of gifts like a TV, lip sticks, any snacks I was craving and even planned to take me on a twelve-day cruise. Then everything changed in the blink of an eye. I only lasted three months in her home, with all the chaos. All I wanted was a stable home little did I know her home was the farthest you can get from stable.

2:10pm- IRTC called and spoke with Detective Dulanto and provided her with an update regarding this investigation. Detective Dulanto stated that Dr. Kayhill is working out of the facility close to Montefiore Hospital and it would be best for the child to go there for an x-ray. Dr. Kayhill will only be available for a few hours before she leave the facility.

REPORTER: The reporter/ anonymous called with concerns for the four victims, Colton, and three unknown males. According to the reporter, Kelly is in Burnsville 4 nights a week. The reporter said, a couple of months ago, Kelly and Matthew (boyfriend) was in Corinth, MS stealing a trailer. Matthew was driving the car, and “he slung the baby out of the car seat onto the floorboard”. The reporter said Matthew took off running and called someone to pick him up. Kelly was passed out in the front seat, and she was arrested. The police department called Human Services to pick up the baby, and they called the grandmother to come and get the child. The reporter said Kelly is pregnant, and she is on meth, oxycontin, clonotin, and xanax, but Kelly is not
