Introduction Racial profiling is a discriminatory act committed by law enforcement officials in which individuals are targeted and discriminated against based on race, religion, culture or any criteria which defines a person. Racial profiling is based around the suspicion of crime where officers turn to designated characteristics they believe to be associated with certain groups of people that commit misconducts. It is a major problem in Chicago as it affects minorities which reside in often poverty stricken neighborhoods while also effecting minorities living in middle-class areas around the city. Racial profiling is a major issue because not only does it lead to unfair discrimination against a certain group of people; it violates the main foundation of what the Constitution of the United States was discovered upon. The United States was found on the grounds that all people have equal protection under the law of the nation and that each person is entitled to the 4th amendment with regards to being secure ?in their persons and houses? against unreasonable searches and seizures. It also continues to increase the distance of collaboration between communities and law enforcement, ruining policing efforts in the process while losing the trust of the citizens in the city. Every individual in the world is different in some way from the person standing next to them. People differ in their culture, ethnicity, race, religion, personality, styles, interest, appearance and more. It is understood that someone may be similar to you not one person will be exactly like you. Growing up it is important for one to understand the differences of other people and show a level of respect for them. As human-beings, people typically learn through experiences. However, these experiences have the tendency to alter the way people perceive other individuals. Racial profiling is an act of discrimination committed by law enforcement officials in which they target certain individuals with the suspicion of a crime due to their race, religion, and culture. In racial profiling, individuals are suspected of committing a crime solely because of their appearance, which is associated to stereotypes of their people committing crimes. I believe this is a huge problem in Chicago because many minorities in Chicago especially those in underdeveloped neighborhoods are affected by this. Not only is racial profiling unlawful, it goes against what our nations constitution is supposed to protect us from. The amendments are there to protect us. Racial profiling violates our 4th amendment right, which protects us from unreasonable searches and seizures. I?d say that being harassed and making the assumption that someone has committed a wrongdoing based on their physical features and background would fall under being a very unreasonable act. My goal with this paper is to shed some light on a view from the past on how racial profiling became an issue and how it is still an issue around the country including Chicago. This paper will also include what I believe to be solutions to this growing issue.
What is racial profiling? Racial Profiling refers to the ‘discriminatory practice by law enforcement officials of targeting individuals for suspicion of crime based on the individual's race, ethnicity, religion or national origin’ (American Civil Liberties Union). There are certain races that face racial profiling from law enforcement officials driving or in other important locations. Black races face racial profiling especially when driving; law enforcement officials target black driver for minor traffic violations. Spanish race might be racial profile while walking or driving to search for illegal drugs or guns. Since the attacks of September 11 2001, the Arab race and South Asian race has faced many racial profiling from law enforcement and even regular people for any terrorist attack that is taking place or any immigrant violation.
Racial profiling in the dictionary is “the assumption of criminality among ethnic groups: the alleged policy of some police to attribute criminal intentions to members of some ethnic groups and to stop and question them in disproportionate numbers without probable cause (“Racial Profiling”).” In other words racial profiling is making assumptions that certain individuals are more likely to be involved in misconduct or criminal activity based on that individual’s race or ethnicity. Racial profiling propels a brutalizing message to citizens of the United States that they are pre-judged by the color of their skin rather than who they are and this then leads to assumptions of ruthlessness inside the American criminal justice system. Racial profiling is also disparate police practices.
Racial profiling is when a law enforcement official believes someone committed an offense based that person’s ethnicity or race; this is usually common with racial minorities, particularly with the African American communities throughout America.
Racial profiling is the use of race or ethnicity as grounds for suspecting someone of having committed an offense. An example of racial profiling would be if an African American driver is stopped in a white neighborhood because he doesn’t belong there or looks out of place. To fix the problem with profiling based off of race we can resist this by teaching younger generation to not fall into the same mindset as the previous generation have done.
In order to understand racial profiling, it must first be correctly defined. Although different authors use different criteria for the term racial profiling, Merriam-Webster’s definition for the word racial is “of, relating to, or based on a race (Merriam-Webster, 2006; p.855).” The definition the dictionary puts forth for profiling is “the act of suspecting or targeting a person solely on the basis of observed characteristics or behavior (Merriam-Webster, 2006; p.830).” Based on these definitions, racial profiling could be defined for criminal justice purposes as targeting a person based solely on the characteristic of race. Most people, law enforcement officers included, would consider racial profiling based on this definition as
The United States has always had an “open door” policy to all travelers coming into U.S. ports. Passengers still had to submit to passport policies and restrictions. Before 2009, there was no real threat to the American citizens. I can remember walking up to the gate to greet my loved one or have them send me off , watching the plane leave the gate , down the runway and off into the air. Times have changed since the tragic day of September 11, 2009. That day changed everything. Before that day, I knew of racial profiling for African Americans, in society. I am not a racial person. The south has a stigma of racial profiling with the African American’s and the history behind it.
Racial profiling is a controversial and illegal practice in which an individual is targeted solely because of their race, ethnicity, or religion. This practice has been around for hundreds of years dating back to the beginning of slavery and still goes on today. Racial profiling comes in many forms and can be done by police officers, business owners or employees, airport security, or even regular citizens. Muslims, Hispanics, and African Americans are the usual targets of racial profiling. Muslims are usually labeled as terrorists, Hispanics are labeled as illegal immigrants, and African Americans are labeled as gang members.
