On this week’s issue of “Historians Weekly” we’re finally going to be starting up our new and anticipated series “Policies of Aboriginal Australia”. To start us off I will be looking at the policy of protectionism and why it was replaced by the policy of Assimilation. The policy of protectionism was introduced in 1869 and ended in 1937. The policy was established with the mindset of ‘protecting’ aboriginal people from white people due to the assumption that they were dying out. This is known as Social Darwinism, people back then believed that the superior race (whites) would strive forward and the inferior race (blacks) would eventually die out. The policy of protectionism gave police the power to separate families and force Aboriginal people to live on reserves, missions or stations. Each reserve was controlled by a white manager, or by the local police. The managers had complete control over the lives of the Aboriginal people on the reserves, they basically owned them. They had no citizenship rights, anything that Aboriginal people owned or earned came underneath the manager's control. In some States the managers had more control than others, but normally the reserves were more like a prison or labour camp than a home. Disease and the frontier war had so destroyed the Indigenous population of Australia that it was believed Aboriginal people were dying out. The reserves were seen as places for them to die in peace and comfort. The truth of the matter was that the Indigenous population did not die out, it began to grow again. The policy of assimilation of Aboriginal people was first developed in 1937, by all of the Australian States and the Commonwealth Government during the Aboriginal Welfare conference. During the course of the meeting, the Western Australian Chief Aboriginal Protector, Auber Octavius Neville, concluded that, “In 50 years we should forget that there were any Aborigines in this country” . This proposal meant the total annihilation of Aboriginal people. At the conclusion of this meeting, the agreed desired outcome was for Aboriginal people to be assimilated into white society.
Throughout the early 20th century, the Australian public was led to believe that Aboriginal children were disadvantaged in their communities, and that there was a high risk of physical and sexual abuse. Aboriginal children were being removed in order to be exposed to ‘Anglo values’ and ‘work habits’ with a view to them being employed by colonial settlers, and to stop their parents, families and communities from passing on their culture, language and identity
Life before the Mabo case was hard, throughout the 19th century white settlers gradually moved the aboriginal people off their land and into reserves. The Indigenous population were forced to experience dispossession and paternalism. In strictly legal terms they did not exist. Discriminatory policies such as the 'White Australia' policy and 'Assimilation' policy were imposed. In September 1901 the Australian government introduced the white Australian policy, trying to ban all non- caucasian people from entering the country. The assimilation approach was outlined in 1937. It presumed that Indigenous Australians could enjoy the same standard of living as white Australians if they were absorbed into white society. Around the middle of the 20th century, however, many reserves were closed due to overcrowding and increasing maintenance expenses. Aboriginal people were forced into cities and towns where they were had no other option but to live on the outskirts, or in public housing.
During the Frontier period, Indigenous peoples resisted the non-Indigenous settlement of Australia, throughout 1770-1890. During approximately throughout the 1890’s to 1970’s, the non-Indigenous retaliations occurred, resulting in protection, segregation and the stolen generations. Which initiated an ongoing impact on Indigenous communities.
Prior to the arrival of the first fleet in 1788, it is estimated that there were around 750, 000 Indigenous Australians living in Australia. Between 1788 and 1900 there was a depopulation of Indigenous Australians due to not only conflict and violence from the Europeans, but particularly the introduction of new diseases from them. It was undoubtedly true that in the first decades the spread of unknown diseases was rapid and the resistance was so low it resulted in higher death rates. The decreasing population resulted in demoralisation of Indigenous Australians and overruling by the Europeans. This overruling resulted in British Law, which subsequently proceeded to established acts of legislation such as the Aborigines Protection Act 1909 (NSW). But why was this legislation formed? The assimilation policy was brought into the aboriginal community in 1937, by numerous commonwealth and state government representatives. This policy aimed to make the aboriginals of Australia conform to the custom and traditions of the white Australians of British origin. When the policy was brought in it only applied to people of mixed decent, people who are part European and aboriginal. In1951 the assimilation policy changed to state all aboriginals shall attain the same manner of living as other Australians. Again in 1965 the policy was adjusted, but continued to apply to all aboriginal people. Aboriginal people of Australia have always had a strong connection with the land, each other and their religion. In 1960 the assimilation policy was declared a failure; through out the previous years surprisingly the community of aboriginals had continued to grow. Since the time of federation the Aboriginal people have been fighting for their rights through protests, strikes and the notorious ‘day of mourning’. However, over the last century the Australian federal government has generated policies which manage and restrained that of the Aboriginal people’s rights, citizenships and general protection. The Australian government policy that has had the most significant impact on indigenous Australians is the assimilation policy. The reasons behind this include the influences that the stolen generation has had on the indigenous Australians, their relegated rights and their entitlement to vote and the impact that the policy has had on the indigenous people of Australia.
In the early 1890’s, protectionism gave way to state and commonwealth government regimes of segregation. In the development of the constitution, politicians included sections specifically excluding Indigenous Australians, such as the white Australia policy, ensuring that racism became entrenched in the new nation’s future. Reserves and missions were set up far from white settlements, to exclude and control Indigenous Australians, especially those of mixed descent (Hampton & Toombs, Racism, colonisation/colonialism and impacts on indigenous people, 2013).
-White settlement affected the Indigenous people in a number of ways”{They} made them (the Aboriginals) outcasts on their own land*” by calling it terra nullius under the English Law, despite knowing the existence of the Aboriginals. Terra nullius is a latin term that means “land that belongs to no one.”They believed it belonged to no one because the Aboriginals didn’t use the land in the same way as the British. The Aboriginals believed that Mother Nature would provide them with what they needed, so they didn’t need to hunt and mark the land. The British completely ignored the deep spiritual connections the Aboriginals had with the land. They cut down trees, put up fences and built towns. They believed they had to own the land. But the Aboriginals were outraged when saw the settlers building farms where they had originally been hunting and gathering at, this was because there wasn’t enough food for them. They killed many white settlers in revenge and a clash of cultures began. Pemulwuy was an Aboriginal warrior that lead raids against the British. He also speared John McIntyre, Governor Phillip's gamekeeper, in December 1790. When the Indigenous people resisted the British, it lead to many conflicts which eventually left a irreversible damage to the lives of Indigenous people.
Each example given has also shown how self-determination was and continues to be a major struggle for Aboriginal people. Beginning with the Whitlam government, the Land Rights Act was going to be the national recognition that Aboriginal people had been waiting for, however the swift dismissal of the government and subsequent changes to the bill meant that an uninformed government would dictate claims of Aboriginal land rights. This was continued in the Heritage Protection Act for Western Australia in which no monitoring of abuses of power within the authoritative ministry was assessed; hence damage to heritage sites for the development of industries occurred. Finally the Racial Discrimination Act although making racial discrimination illegal has clearly been violated by the government in the Northern Territory interventions and hence is not valued by Australia despite the international commitments made to recognising Indigenous rights. Although legislation has been introduced to recognise Indigenous rights, there seems to always be a catch. A final reoccurring theme in the legislation discussed is the uninformed views of the non-Indigenous government as decisions are made on behalf of Aboriginal people; hence two major statements were discussed that precisely define Aboriginal self-determination by Aboriginal

Policy then moved towards more assimilationist strategies in which attempts were made to convert Aboriginal Australians into ‘responsible citizens’ (Gilbert 2005, Haebich 2000). The protectionist and assimilationist policies share the core values that Aboriginal culture is inferior and on its way to an ‘evolutionary end’ (Gilbert 2005, p. 64).
Assimilation policies existed in purpose of allowing the removal of Aboriginal children legal and believed as to be the right thing. The removal policy was managed by the Aborigines Protection Board. The Aborigines Protection Board was a government board established in 1909 with the power to remove children without parental consent and without a court order. These policies were especially detrimental to the Aborigines as a ‘government’ act prevented them with having authority over their own children and having no power in stopping the abducting of their children. Over causing a significant discrimination against the indigenous race, breeding hatred and inequality in Australian society, the implementation of these policies caused immense heartache and anguish for the Aboriginal parents for losing their children, the children of the Stolen Generation experiencing solitude and confusion for majority of their lives and the rest of society,
