Institutional Social welfare is designed to prevent problems. “They are proactive and provide benefits or services to people before problems arise.” (Segal, pg. 39). It's a system in which one's need is accepted as normal part of social life. It is not just for the poor, but for everyone. A view that emphasizes on preventative role of social welfare of the individual is the responsibility of the social collective. The market is unable to meet the needs and goals of people, therefore, the optimal distribution of welfare is only achieved by acknowledging that there is a significant role for a publicly-funded and organized system of institutions. At my institution we focus on Service members budgets. We are designed to help service members in a time of need and future. For instance we do what we call FFP (financial fitness plan,) if we see a service member relies on us too often, we have administer an FFP. An FFP is where we add up all expenses and show the service member where their money is going and how to budget and save. I think Institutional welfare is a positive way to prevent future problems and almost everyone benefits.
Residual social welfare is the opposite. They come into play when there is an identified problem. “Residual services are designed to address only the identified problem.” (Segal, Pg. 40). At my institution, we use what we call quick assist loans or QAL. The QAL is a check that is up to $500 and is used for immediate help, no questions asked. Service members come in the most often looking for this service usually for vehicle repairs, basic living, travel, etc. If a service member is looking for more than $500 they will have to make an appointment and have mandatory budgeting counseling. The most welfare services in this country are residual.

In the preamble to the U.S. Constitution is written that the Constitution was ordained to promote the general welfare among other things. Welfare is the delivery of a minimal amount of security and social upkeep for all citizens, sometimes referred to as public aid (Wikipedia). When the great depression hit the country so hard in the 1930s, state found it difficult to support the growing population of its citizens in need of assistance meeting basic needs. It was time for the government to make good on its promise of promoting the general welfare. Since its beginnings in the 1930s the welfare system has affected the lives of millions of Americans, but not without its share of controversy and change.
Most of these people are children with a single parent, usually a mother. This is also widespread among minorities such as African Anericans and Hispanics. A study showed that this group are twice likely to fall below poverty line compared to their white counterparts.

Throughout modern human history there has been an ongoing struggle of whether to help the poor and how to help them. In today’s political scene in the US mostly only extremely staunch conservatives feel that we should offer no aid to the poor of America. So, then the argument becomes how to best help them. Welfare is widely considered to be the main way that America helps the poor. So what is welfare exactly? Welfare can be defined as aid in the form of money or necessities for those in need distributed through an agency or program. In general liberals feel that America should offer a large amount of aid and pull people out of debt with government funds while still trying to get them back to work. In general conservatives feel that the poor should have to already have a job before we help them and many also call for drug testing before offering assistance. To try to create these scenarios, parties use welfare reform. Welfare reform is a bill that alters the current program so that it operates in a different way. The welfare system was originally created to help people who were temporarily out of work or in need of assistance, but “total welfare spending has nearly doubled since 1996” (Donovan and Rector). Through the years, this program has evolved into a system that still offers assistance, but also does not encourage it recipients to find a way out. The welfare system is dishing out millions of dollars each year to recipients who are putting forth zero effort into supporting themselves and their families. Instead, they rely on tax-payer 's money. The weight of supporting these programs is on the shoulders of middle class workers. As a result American society is getting into deeper poverty. “Unless Congress acts, it will drive the nation into bankruptcy” (Donovan and Rector). The welfare system was at once a good idea to help others get off their feet, but it has changed dramatically over the years due to people abusing the system.
The social welfare system in the United States can be a controversial topic especially now with the new presidential elect. For this paper I was assigned to look into two different peoples perceptions and attitudes on the social welfare system. I looked into how they perceived the system and whom they believed benefits from this system. Throughout this paper the identities of the two people I interviewed will not be revealed. I will simply refer to them in pronouns. My goal during this interview was not to educate my two interviewees so some of the information contained in this paper may not be accurate. Throughout this paper the two interviewees opinions will be stated and their opinions will then be compared and discussed. Although the whole population of the United States is experiencing the same welfare system each individual perceives and has different beliefs about the system.
What this does is constitute a lack of means for individuals to provide for themselves in an economy that signifies a lack of financial means. Practices such as this can lead to unemployment for a vast majority of individuals, which is inextricably linked to the perpetuation of homelessness. Pro-businesses, rather than public institutions, benefit more from government subsidies when said governments place emphasis on corporate welfare over social welfare. According to the course textbook, North American governments have increased the subsidies for corporate welfare four times more than for social welfare (Centennial College, 2015). In the past three and a half decades, the subsidy percentage for social welfare has decreased so much so that individuals living below the poverty line survive only through the help of food banks (Centennial College, 2015). With governments focusing their efforts on corporate welfare, individuals on social welfare are put at a greater disadvantage. All throughout history welfare services have been available to the general public. While these benefits have changed over time, the basic intentions of the welfare system has stayed the same. The welfare system provides benefits and monetary assistance to those who qualify. Different acts over the past two hundred years have been amended in order to try to help the poor, and while not all have been practical and successful, many programs have indeed done an outstanding job in aiding those in need. But, just like with all good things, there is a negative side. Even with all the reforms to try perfect the welfare system there are still some holes in it. Not only is the welfare system easy to manipulate, according to usgovernmentspending.com, eleven percent of the federal budget is spent on welfare, leaving tax payers livid. (usgovspending.com) It 's obvious there is a need for a welfare system in the United States, but with the abuse the welfare system has endured a major change needs to be seen in order to ensure the welfare system be used as efficiently as possible.
There remains a remnant of citizens who honestly cannot do without the welfare system and who abide by the regulation of the welfare system, however, the system unintentionally invites scam artists. The ways of abusing the welfare system continuos to grow. Here are just a few of the examples. Citizens are staying single parents in order to receive aid. Parents view having more children as a gateway to receiving more money from the system. Recipients refuse to search for jobs and report employment in order to continue receiving assistance. People seem to easily make false claims, requesting assistance when they do not need it. Although, there is a set time period for receiving funds many citizens become comfortable and lazy during assistance. The whole purpose of the system is to get citizens through rough economical problems and back to a independent lifestyle without government aid. United States Government Welfare began in the 1930’s during the Great Depression. Franklin D. Roosevelt thought of this system as an aid for low-income families whose men were off to war, or injured while at war. The welfare system proved to be beneficial early on by giving families temporary aid, just enough to help them accommodate their family’s needs. Fast forward almost 90 years, and it has become apparent that this one once helpful system, has become flawed. Welfare itself and the ideologies it stands on, contains decent fundamentals; furthermore, this system of aid needs only to be reformed to better meet the needs of today’s society.
In today’s modern society, the United States faces many public policy issues, whether those issues include social welfare, immigration or even environmental issues. Congress receives numerous issues on public polices every day, but they cannot handle and solve every issues that comes across their daily agenda, nor can they satisfy every person in this country. Congress prioritizes on those issues that are more important and relevant to find a probable solution too. A growing issue we see that in today’s society are issues in the social welfare system. Social Welfare has so many issues within some of those issues include the food stamps, and even in the healthcare system. The matters in social welfare requires every individuals help to resolve, not just congress. The second major public policy issue we face in American today are within the Public Assistance Programs. Those programs include the SNAP, SSI, and even the TANF program.
From the colonialization of America to the present, social welfare has evolved tremendously. American values during each era helped determine how the poor were to be treated. Values such as Puritan work ethic, felt that if you were not working then you were immoral. Two other values that were prominent in American’s history are individualism and capitalism. Individualism is the belief that one can succeed without the help of others while the capitalistic view felt that a free market system would help create jobs. The Judeo-Christian value comes up in our history as well and says that those who are deemed worthy morally deserve the help of others. These values shaped perspectives on social welfare. One perspective called the problem centered approach feels that it is the individual’s actions are to blame for their poverty. The other perspective is the conflict approach where it is believed that things out of our control cause poverty. This could be an economic downturn or policies that affect individuals financially.
