The Uniform Crime Reporting Program (UCR) defines motor vehicle theft as “the theft or attempted theft of a motor vehicle.” Motor vehicles are defined as a self-propelled vehicle that travels on the ground, but not on a rail and excludes aircraft, boats, and farm/heavy equipment. All law enforcement agencies in Texas must submit UCR data to DPS for a multitude of crimes, including auto theft and burglary. APA was born out of a political environment that followed the New Deal plan and World War II. Members of Congress wanted to establish a system that would govern the way appointed officials would manage a growing administrative government. Since agencies are unique government bodies each agency has within them their own judicial, legislative, and executive areas. APA allows for a distinctive separation of power in processes which the agencies of the federal government operate.
