The amount of the specific reduction for each category will be determined by each insurance company, and insurers may choose to provide a greater discount on vehicles which have devices from two or more categories. Two categories of effectiveness in preventing vehicle theft have been identified, as well as one category for systems which assist in the recovery of the vehicle if it is stolen. The Uniform Crime Reporting Program (UCR) defines motor vehicle theft as “the theft or attempted theft of a motor vehicle.” Motor vehicles are defined as a self-propelled vehicle that travels on the ground, but not on a rail and excludes aircraft, boats, and farm/heavy equipment. APA was born out of a political environment that followed the New Deal plan and World War II. Members of Congress wanted to establish a system that would govern the way appointed officials would manage a growing administrative government. Since agencies are unique government bodies each agency has within them their own judicial, legislative, and executive areas. APA allows for a distinctive separation of power in processes which the agencies of the federal government operate.
