The over presence of police in high crime communities is not effective in fixing the issues that plague black communities. All they are doing is practicing a crime strategy called deterrence. If we really want a solution in the issue of cops killing blacks, we can not ignored black on black crime. Obviously, cops killing unarmed black men has gotten our society 's attention, but we can not ignore the fact it is because of black violence. Blacks killing each other has not stop, and they take fifteen percent of homicides in this country. One thing to considered, or an alternative for this issue is effective policing and how are leaders within our communities can do in reducing crime. We need more organizations like NAACP, that give solutions by focusing on education and jobs to minorities. By all means this solutions can be more effective and we can decrease the among of crime in black communities. Also by been part of a solution we can see less confrontations among cops and African Americans. We can not blame white cops for doing their jobs, when they are saving, protecting, and serving the community by preventing crimes. But we can not justified their actions either, nor African American when they are committing crimes. In the other hand, and I speak from my own personal observation I do not believe all African Americans are criminals. We have criminals from all backgrounds that commit crimes, and it 's not an issue of race but of crime.
90 percent of the homicides are not occurring due to police officers. 90 percent are occurring due to other African Americans. Police officers do not even take up 5% of the chart. That is excluding the cases where they did so to protect those around them and themselves. Most of the cases of African Americans being killed by the police were justified and were not their fault. Media outlets have wrongfully manipulated facts in order to please communities to show their cause is right when in fact it is wrong. Policing is the duty of the police force to keep law and order in check in an certain area. Though sometimes this very definition is violated in America, and rarely any action is taken against it. That will change as we come to examine how criminals are turned into victims.
Over the last several years, most police departments have been facing numerous financial challenges. The main reason is law enforcement agencies are expected to do more with less and the stagnant economy. The combination of these factors has been placing pressure on many departments to begin imposing budget cuts. Evidence of this can be seen with a survey that was conducted by the University of North Carolina. They found that 67% of police departments made some kind of budget cuts for 2011. The most severe reductions were occurring in large police departments such as Los Angeles, Atlanta and Detroit. (Delfem, 2011, pp. 199 - 205) This is illustrating one of the most pressing issues affecting a wide variety of police departments across the country. To fully understand what is happening requires: examining the situation, how they are able to interact with other agencies (i.e. state / federal) and recommending the way this relationship can be improved. Together, these elements will offer specific insights about how police departments can effectively address this problem.
Over the last two years in the United States the African-American people have been fighting a war within our own backyards. The Washington Post reports that since January 2015, the police have shot and killed over 175 young black men ranging from ages 18-29; 24 of them were unarmed. On the flip side 172 young white men were killed, only 18 being unarmed. With these statistics there are similarities in the numbers but, blacks were killed at rates disproportional to their percentage of U.S population (1.Washington Post). Of all unarmed people shot and killed by police in 2015. With 40% being black men make up just 6% of the nation’s populations. In the wake of the killings of Mike Brown, Sandra Bland, Alton Sterling, and many more the world has been made more publicly aware of injustices black people have to handle when dealing with law enforcement. Crime in the black community is nothing new in the black community or should I say black on black crime. There is a bad stereotype that has been put on black people since slavery times that I believe has help fueled the violence between the police and my people.
In his essay “The Tragedy of the Commons” author Garrett Hardin presents several points for his argument against the population problem. The population is growing at an exponential rate leading to a decline in the quality of life for mankind. Due to the fact that the population is growing so must the energy available, if mankind is to survive. Hardin’s argument is that if the population continues to grow with the laws that are currently set in place, the quality of life will eventually decline. Hardin states “Freedom in a commons brings ruin to all” (Hardin 23).
Over policing in African American communities started during the drug wars and continue to result in over drug arrests of African Americans. Over policing may also occur when police concentrate their efforts not on illegal activity, but on citizens behavior with the hope that in the process of the investigation some evidence of crime may be uncovered. Some police activities such as undercover drug buys are more common in African American communities than other communities and consequently disproportionate numbers of African Americans are arrested for drug dealing (Nunn, 2002). When it comes to violent or non drug crimes there is a clear victim and suspect, and the police can go to the crime scene and investigate. On the other hand when it comes to drug related offences, there isn’t a clear victim and the police can choose when and where to investigate. Police choose to target African American communities because they are easier to target, which results in over drug arrests (Mauer, 199, p.143). The police focus on substances that blacks buy, sell, and places where they would sell them, which results in high drug arrests rates. For example in 2008, the drug arrests of blacks was 3.5 times higher than whites (Tonry, 2011 p. 54). One would wonder if the government and law

The police have had a major role in how the effects of the drug war have been mostly concentrated in the black community. A major reason for this is because of the very nature of drug law enforcement. Normal crime involves an injured party or witness that reports it and asks for police action. In drug crime, both the buyer and seller have no interest in reporting the criminal activity and it is the responsibility of the police to actively search for violators. This allows police the discretionary power to decide in which communities they will search for drug activity and who they will apprehend. Even though the rates of drug abuse are similar in both the black and white communities, police have targeted black communities almost exclusively in their drug control efforts.
Honestly, there seems to be an ongoing battle between Black men and Law enforcement. Police Brutality against Black men is at an alarming rate. The history of violence, discrimination, supremacy, and disregard for the law has been morally accepted amongst our Society. Besides that, the seemingly higher number of men being killed by law enforcement could be attributed to poverty-stricken communities, which have higher crime rates, racial bias, and sinful pride! Recent events have become so detrimental that black men try to avoid confrontations and committing crimes altogether in fear of losing their lives.

There are multiple approaches to engaging a police force with the community in order to most effectively prevent and respond to crime, and considering the relative strengths and weakness of each of these strategic models will demonstrate how models can impact the operation of daily policing practices and activities. The model under discussion here is called community oriented policing (COP), and focuses on building relationships and rapport between officers and the community in order to more effectively prevent crime. It is augmented by a model called problem solving policing (PSP), and depends upon rank-and-file officers identifying community problem areas through direct observation and analysis. Each model excels at slightly different things, and in practice most police agencies deploy a mix of models. By examining the Miami-Dade Police Department's handbook for school resource officers, it will be possible to view a COP/PSP policy in action in order to better understand how these models practically affect policing.
Community relation issues across the nation have been increasing and causing many conflicts between law enforcement and communities. There has been so much disorder between communities and law enforcements not agreeing on how situation have been handled. Both the community and law enforcements having different perspectives on making decisions without ever looking at the others side and acknowledging each other’s reasoning behind their actions. Racism, responsibility and morals are some of many terms that are yet to be sorted out within all these communities that have on going conflicts. The relationships between a community and its law enforcement is important, although it is the police job to enforce, it is also the communities job to enforce all day and everyday (Russell).
