I plan to write a policy memo that addresses the issue of police discrimination against African-Americans when it comes to using force. Despite several policies being implemented across the country, shootings of unarmed African Americans has still taken the media by storm in recent years. Many innocent African-Americans have been shot by the police, and this has led to violent protests. This is known as the Ferguson effect, and it has been known to lead to more crime. Additionally, police discrimination against African-Americans leads to a lack of trust in the police and tension between the police and the community. This could lead to an increase in crime, so it is important to combat the issue of police discrimination with use of force. Existing policies that target the issue of police discrimination in use of force include requiring officers to wear body-worn cameras and requiring them to attend implicit-bias training classes. Guns should be used as a last resort, and officers would be required to provide the offender with a verbal warning before pulling out their gun or shooting. Giving this warning might give the officer time to calm the person down and actually determine if the situation is threatening enough. Patrolling in pairs would also help to ease any fear, and it would allow officers to get a second opinion on whether they should be considering using lethal force. Finally, my policy would advocate for a more diverse police force. Not only does this refer to race, but it also refers to gender. Multiple studies have been performed showing that women police officers are less likely to use deadly force on African-Americans. There is no question that police brutality, when it occurs, is one of the most egregious violations of public trust that a public servant can commit. Police officers, those individuals taxed with protecting the public from danger, should never be in a situation where they pose a threat to the public. Furthermore, there is no question that police brutality occurs. Moreover, generally when there are allegations of police brutality, there has been some type of underlying violent incident. In addition, while issues of brutality may seem clear-cut to a disinterested observer, it is critical to keep in mind that law enforcement officers are not presented with textbook examples of the appropriate or inappropriate use of force, but real-life scenarios involving quick decisions. There are many arrest and non-arrest scenarios where officers need to use force to protect self or others; and the degree of force required may be greater than what a disinterested observer would assume. The brutality of the police force has been a long worldwide problem, but especially between the years of 2012-2016. Black people are being unjustly beaten and shot in plain sight for doing nothing while being unarmed. Nowadays it is important to know about the police force. It’s important to know our rights as citizens and be careful around cops. Not everybody is good, but not everybody is bad also. In The New York Amsterdam News 21 people were killed by Chicago police in 2008. Entire families were being attacked. They believe it’s because of their skin color and how they are different. The year of racism started off with the world seeing the police murder of Oscar Grant. “The media have pushed people away from hearing the issue of police brutality, and it has fallen off of the radar screen.”(2) “You can’t give in. When Ferguson, Missouri exploded after the police shot an unarmed black teenager, the tension between the community and its protectors was laid bare. Ferguson is not the first and certainly not the last community forced to bridge that chasm. In South Carolina a policeman shot an unarmed black male who was stopped for a seat belt violation. The cop asked the male for ID, who then reached under his seat to retrieve his wallet, but was shot in the leg by the cop before he could take out his ID. When the body cam video was reviewed it shows that the trigger happy cop probably was in fear of his life, however it is also obvious that the cop shouldn’t have felt threaten as the behavior of the black male involved nothing unusual. Many would say if the driver was white the cop would have not reacted the way he did.
Chapter 4 in The Color of Justice: Race, ethnicity, and crime in America, was about the relations between society and law enforcement officers. This has been a major topic, especially in the United States for a long time. The unfortunate statistic that minorities are more likely to encounter being killed, arrested, and victimized by excessive physical force; has been a real issue even in today’s society. Throughout the last one hundred and fifty years, there has been a history of tension and conflict between the police and minority communities in the United States. In principle, the police exist to enforce the law and protect all citizens regardless of race or ethnic background, yet police departments across the country have been repeatedly accused of targeting and harassing racial minorities, and of failing to root out racist attitudes and practices within their ranks. In recent years, high profile cases such as the beating of Rodney King in Los Angles and the assault on Abner Louima in New York have only served to heighten concerns over the mistreatment of minorities by the police, resulting in widespread calls for major legal and institutional reforms. The recent shootings of Michael Brown, Ezell Ford, Eric Garner, and Terrance Crutcher underscore the danger Black men and boys face when they cross paths with law enforcement officers. In the absence of a coordinated national strategy, state and local police departments have largely been left to develop their own solutions to the problems of policing minority communities and improving cultural sensitivity amongst their officers. Many departments have sought to reform recruitment and selection policies in the hope of attracting greater numbers of minority applicants, while others have instituted diversity training and education programs aimed at improving police understanding of minority cultures and communities. To date, however, these efforts have yielded mixed results. There is recent controversy over police use of force, especially in minority communities such as in African American communities, Hispanic communities, and other publics with large populations of minorities. Increased levels of force among these communities have created challenges for police departments. These challenges include a lack of trust from the community towards law enforcement officers and an absence of respect creating situations that lead to police use of force. There are already various programs in place that attempt to decrease this challenge by educating the public, respecting one another, and giving those who were on the wrong track second chances. A combination of these solutions and the implementation of more of them would decrease the number of contacts between police and minorities that lead to the use of force (Roberg & Novak, 2014).
Recently, there has been much in the media about clashes between African Americans and the police. Two such cases, being the shootings of Michael Brown and Laquan McDonald - both incidents resulting in public outrage. These cases result in questions about racial profiling by police. Through research, it is clear that African Americans are the target of racial bias by many police departments in the United States; in order to remedy this situation, law enforcement agencies need to (and are beginning to) undergo scrutiny on their interactions with the public and, additionally must receive training on diversity.

What is police brutality and why is it important right now? Police brutality is the use of excessive force carried out by a law enforcement official. Lately, various incidents of police brutality have surfaced in the news, but this is nothing new. Past incidents including the death of Michael Brown in Ferguson, Missouri brought serious social issues to the frontlines. Michael Brown was an unarmed black teenager who was shot and killed by a white male. Other incidents include the death of Eric Garner. A man who was accused of selling individual cigarettes and later on died due to a chokehold, the officer who killed him was also white. These events have even led to vigilantism. One of the most recent incidents of retaliation took place in Dallas, Texas. Micah Johnson, a former soldier, opened fire at a Black Lives Matter (BLM) protest and killed five Dallas police officers. He was quoted saying that he "wanted to kill white people, especially white officers". There is racial reconciliation between law enforcement and the black community. Although these are only a few incidents there a plenty more and there will be even more if something isn’t done about it. Cases such as these shed light on serious social issues we need to combat. This proposal review will discuss the rift between the police and community, how to improve community relations, how to improve departmental practices and procedures as well as how these can’t turn into effective solutions.
Police brutality is not a new subject. It has been around for numerous years, and like most issues, has resurfaced to the public’s eyes. The recent events brought up the question: Does there need to be a reform in the system in the police system? In this year alone, there have been countless cases of individuals being harmed or even killed by police officers for reasons that continuously are not explained. What has people more attentive to this injustice are statistics showing that most victims in these police attacks happen to be African Americans and other minorities.
Police agencies are becoming more accustomed to hiring police officers of all cultures and ethnicities. However, like most careers an individual will choose to pursue there is always the possibility of them being discriminated against. A common type of discrimination police officers face is one based on their race or ethnicity. An officer is likely might experience racial discrimination in the form of harassment in the workplace. An example of this is a co-worker using racial slurs or unfavourable remarks towards an individual. Another form of discrimination in the workplace is the degrading of an individual based on their race or ethnicity, suggesting that their race or ethnicity is what got them here and not their hard work.
The relationship between the LGBTQ community and the police services has been filled with harassment and discrimination based on sexual orientation and gender identity. Although the number has decreased over the years, numerous individuals of the LGBTQ community are still reporting complaints of discrimination that are the cause of police misconduct, including verbal harassment, physical and sexual abuse.
