United States is a diverse country of many different races and languages. Even though many languages are spoken in the United States, English is the preferred language in the United States. Speaking English in America is the key to success. Without English, acquiring employment is almost impossible. More and more immigrants are attracted to the U.S every year, and the populations of immigrants, which do not know the American culture, continue to rise. This population must be assimilated into the United States in order for the population to find employment and function in the United States. Assimilation is the process by which an outsider becomes part of a new community by adopting its language and customs. Public schools are a vital place where the country’s customs, language, and culture, in general, can be taught. According to Ginsburg, ever since the 1960’s young immigrants and U.S born children, of immigrant parents, were sent to public schools with little to no understanding of the English language. These students were forced to “sink or swim.” The public school offered no help to LEP students. LEP (limited English proficiency) is term used to describe students whose level English language is low. As a result, many of these students began to drop out, but finally in 1968, the federal government passed the Bilingual Act, which paid special attention to students whose native language, was not English. To many opponents of the bilingual education program that existed prior to these laws, encouraging bilingualism and biculturalism threatened the very definition of the American culture, which, they believed, promoted the values and language of a common group (Weisman and Hanson,2002). ). It started out with a clear goal in mind: to provide instruction to non-English students in American schools by providing some teaching in their native language along with English. The act was a part of the broader Elementary and Secondary Education Act, and a part of the Civil Rights movement because of its issues relating to language and culture. The primary goal of any school district’s English Language Learner policy should be to ensure that all students receive equitable access to the curriculum. The Office of Civil Rights memorandum (May 25, 1970) requires school districts to take affirmative steps to provide equal access to instructional program for students with limited English proficiency. The Illinois Constitution guarantees every child from kindergarten through grade 12, access to a free public education; which means, regardless of a child’s home language, he/she deserves a free and appropriate education (Illinois State Board of Education, 1998).
Since the early 1800’s, our nation has been trying to adopt English as a universal language among our citizens. Louisiana, in 1807, was the first state to begin this movement in its constitution as a condition to admittance to the Union. After the Mexican-American War in 1848, there were several tens of thousands Spanish speaking civilians that moved into our country, and this didn’t include the other non-English speaking people who lived among us. While we remain to be a free country, we are a people who needs to be on the same page. Laws and education need to remain consistent throughout.
When I first started school, I remember how difficult it was for me to make the transition from Spanish to English. My Mom left me at the door of the school in the morning, but since I was placed in an English-only classroom, the next time I opened my mouth to speak to anyone was when she picked me up again that afternoon. I didn't know what anyone was saying around me, and to make matters worse, my teacher didn't speak a single word of Spanish. My first day of school felt so strange as if I was banished to Mars. Or at least to some very far away place full of strangers where nobody speaks my language. Because indeed, nobody spoke my language on my first day of school. I was 6 years old and lost among people whom I couldn’t even talk to. How could this happen? I spent all of my childhood in Hungary, but it still felt like we just moved to another country right before me starting school. Although no such thing happened, I still blame everything on my parents.
By expanding ourselves past the comfort of the native tongue, we are able to create connections with other people. When learning another language, we may start to understand not only the language itself, but also comprehend new cultures, ways of thinking, and other people. From the very beginning of deciding to become a teacher, I knew I wanted to expand my ways of thinking so I positively benefit students of all cultures and language. I believe language learning allows people to view the world in different ways by becoming positively influenced by other cultures, people, and different ways of thinking. However, after deciding to become an ESL teacher, I truly believe that bilingual education is needed to help students develop and maintain high levels of proficiency and literacy in both their L1 and L2, while learning in the content areas. This is why I personally believe it is better for children to be raised bilingual instead of learning a second language later in life. One reason for this is that even though I was born in America, my parents wanted me to learn their language, which was Polish. Now, I am fully appreciative of the fact that my parents taught me Polish and placed me in a Saturday school where I was being taught both English and Polish. If I was taught Polish later in life, I think I would not use it to this day because I would not have made personal connections with the languages, as I was able to by being raised bilingual. There are many benefits of being raised bilingual instead of learning a second language later in life. It is important to understand that it takes on average 4-7 years to become academically fluent in a language; by raising a child bilingually, the children are able to use both languages more efficiently earlier than those students who learn a second language later in life. Since the child has been bilingual for a longer time, there are educational benefits commonly found. Bilingual children tend to have a higher concentration and are better at working through distractions while doing their schoolwork. Bilingual children also perform higher on average on tests that involve multi-tasking, creative thinking, or problem solving (Marian & Shook, 2012).
I’d say that being bilingual it is something that has been implemented to my life at a very young age. I come from a Mexican family, a very traditional Mexican family, we love being together and always take advantage to celebrate in any occasion and if there is not a special occasion we make up one just to gather and have a good time. Most of my cousins understand and speak clearly English. Also my aunt married an American and the funny thing is that her children look completely American, in the sense that they are blonde, blue eyes, white skin, and they speak Spanish and English fluently, they are just 3 and 4 years old. What I’m trying to portray is that bilingualism is very present not only in the bilingual school I was enrolled as an infant, but it is very present as well in all of my family. I think that the best way to learn a language is to practice it continuously, but the best method out there is practicing it with native speakers and living on their country where that language is spoken. The journey on learning English for me has been very fun and enriching at the same time.
