Dear Colleagues,

I am writing in support of my district school board's request for a repeal of the non-

medical vaccine exemptions laws as currently exist in our state. This is in light of the

recent death of a student in my district from a vaccine preventable disease. This is

unacceptable in this century. It needs a response.

In 1971; a young Lt John Kerry's had said this in opposition to the Vietnam war -

“How do you ask a man to be the last man to die for a mistake?” In making my case I

69 in Mississippi , 6,951 in California and 2,374 in Texas.

Two states Mississippi and West Virginia do not allow for any non-medical

exemptions. They have achieved notable success in controlling disease activity

reporting only one case of measles in 2000 - 2009 and no cases in 2011 - 2015.

Such numbers would support a call for abolishing all non-medical exemptions.

HERD Immunity:

Here; I would like to cite the case of a fifteen month old Juliana Flint of Waconia,

Minnesota. In January 2008 Juliana developed meningitis despite being vaccinated.

She had not built enough immunity to the HIB vaccine. At that time; refusal of Hib

vaccine in Minnesota had increased sixfold. Herd immunity levels for Hib would have

been low. There would be too many persons carrying the virus and she came into

contact with one such and suffered permanent brain damage from the resulting infection. “Parents need to understand that when parents choose not to vaccinate their

children, they are making a decision for other parent's children as well”. “Someone

else chose Julieanna’s fate”. It doesn’t seem fair that someone like Jenny McCarthy can

These subsets depend on the

protections provided to them by what is called 'the herd'. The idea being that if

enough numbers of the able bodied public were to become immunized a shield would

be created as there would be few to no carriers of those deadly diseases to infect them

(the subsets). For herd immunity to be effective a vaccination rate of upwards of > 95%

across all groups is needed. The 'conscientious objector' (R.E) unwittingly or cleverly

dips into this pool (herd immunity) to stay protected while not choosing to put the

'poison' called vaccine into his own system. These vaccine-dodgers have now grown to

the point where the very herd immunity they were depending on appears to be

approaching criticality to the detriment of the weakest amongst us. The social compact

is being breached. The non-medical exemptions must go.

If that was not all these vaccine dodgers tend to 'cluster' in groups where effective

immunity levels could drop to below 50% or even lower posing an increased risk as disease carriers to the public with whom they may come in contact. The statewide

vaccination rates of 94% for Texas may be cold comfort as the average may not
