Presentation of the synopsis:
I would like to start by presenting our synopsis. We choose to analyze the case by using contingency theory and continuous improvement. Firstly, contingency theory state that organizations need to adapt to the environment especially when operating in environments with high uncertainty. We choose to focus on this as the National Police Force isn't a typical organization that tries to stay competitive as it has the monopoly on the market and therefore does they not need to be in a leading position. However, the National Police Force is very much dependent on the environment it operates in as they constantly have to adapt to new crimes and follow the development of the world. Next, in contingency theory differentiation and integration is discussed as organizations differ in how they respond to changes in the environment. Because of the market conditions in 2009, The National Police Force creates a new department called Task Force East. They do this by differentiating tasks to create a new structure and procedure and by doing so the National Police Force responds to the changing environment. What they do is to take employees from different departments and integrate them into this new department. However, contingency theory does not focus on intrinsic factors as it believes that the organization success is determined by how well it adjusts to the environment. These changes may be in terms of goals, aims, policies and activities of police units, as well as the general image portrayed by police force. Consequently, this movement bears an eminent amount of disagreements as well as resistance within the police force. The police officers and their managers are the major parties involved in the matter of resistance. The novel, “The Scarlet Letter” by Nathaniel Hawthorne, is a about people from the seventeenth century living under a strict society, where the system and all of its components were based on God (Puritan era). Hawthorne describes Hester, who is one of the main protagonist, by using liminal space through her daughter Pearl and through her actions. He uses it to describe Hester’s passion, sin, and her reason to stay in town. By not giving a great amount of information about her life, he reveals through her public humiliation and subsequent, isolated life in Puritan society that her character is quite remarkable.
Therefore, without organizational change, problem solving and partnership would not occur. In addition, throughout the community era three strategic elements where established, reoriented operations, a geographic focus, and a prevention emphasis. The reoriented element focused on the change of depending on the squad car to more face-to-face interactions. Secondly, the geographic focus aims on the adjustments of patrol officers’ accountability from time of day to location. Finally, the prevention concept is more proactive, which seeks to raise the prevention status and patrol officers.

The agency, instituted by the council 63 years back, has done considerably well given the circumstances and challenges it is facing. With 155 sworn police officers and 70 civilian employees, the agency is becoming a fully-fledged unit. It has a low tenure force with over 30% of its officers having less than five years’ experience. The members of the council hired their friends which in a way may lower the qualification level of unit at large. With its inception, the agency has experienced and is still experiencing a couple of problems. Foremost is the rising population which is not in synch with the expansion of agency. Worse still the rising population is majorly composed of a poor population.

Second order change focuses on the culture and transformational efforts and requires more time, effort, and commitment. Police corruption has been an issue that has left a lasting blemish on communities and society.
