Official statistics include the UCR, Uniform Crime Report, and NIBRS, National Incident-Based Reporting System. UCR is a summary based reporting system that collects data on the eight index crimes, murder, forcible rape, robbery, aggravated assault, burglary, theft, auto theft, and arson. The UCR is published annually by the FBI, but the data is collected by law enforcement agencies all around the United States. UCR looks at trends of crime and gives statistics of crime in certain areas. Three weaknesses of the UCR is it only reports the highest crime committed, so if someone commits burglary and murders someone in the process the UCR will only report the murder, it only reports crimes known to the police, and not all crimes are reported to enhance the view of cities and areas. Although the UCR has weaknesses, it also has its strengths. While studying Criminology I have gained insight on different techniques used to determine which individuals commit the most crimes. There are three basic methods to measure criminal behavior. These include: Uniform Reporting of Crime, Self- Report and National Crime Victimization Survey. Uniform Reporting of Crime (URC) is a nationwide, cooperative statistical effort of more than 18,000 voluntarily individuals reporting data on crimes (“Federal Bureau of Investigation”1). Self-report surveys measure crime by distributing questionnaires to a sample of people, asking if they have committed any crimes during a period of time. National Crime Victimization Survey (NCVS) is a national source that samples about 90,000 households in order to uncover unreported crime and describes the relationship between the victims and the offender (“Bureau of Justice Statistics” 1).

After reading the information found on the FBI website about the National Incident Based Reporting System, I found that UCR, NIBRS, and NCVS all have their own strengths and differences but were similar in some ways. When it comes to the uniform crime report ( UCR ), people are able to compare crime rates between different places of their choosing which is strength. Within a year, the data gathered would be ready for the public which is a benefit for us. Every strength has a weakness however, and UCR’s is that it only covers crimes discovered by the police and it can be sometimes lacking in details.

Nixon started using the UCR to convince people in the US that if they don’t put money into law enforcement agencies, society will collapses or turn chaotic. Thee key to gaining conservatives support were racists ideologies, but after the 1960’s they couldn’t use this anymore so they had to turn to something else. “But of all the misleading and distorted information about crime, none is more damaging than the oldest established source of national data on crime rates and trends: the FBI’s annual Uniform Crime Report (UCR)” (Chambliss 35). The UCR is based on what a police sees when he first gets there, not when a person is actually convicted. So for example, if a person is assaulted by five people they will count it as five assaults, or if a cop arrives at a suicide, but thinks it is a murder, it will be reported in the UCR as a murder. These distortions in counting crime are encouraged, so the FBI tends to exaggerate by making the wrong comparisons with other countries. For example, a country like Sweden is a country with a low crime rate compared to the US would make the US look like the crime rate is uncontrollable. They focus on wrong temporal comparisons within the US in which they include people arrested opposed to those convicted, they use years in the US past when rate of crime was dramatically lower and they also include murder by strangers. These economic incentives ere used to make law enforcement stronger, because they wanted to make sure private corporations were still profitable and to expand the market. The rate of total violent offense victimizations decreased by 13% in 2010, which was approximately three times the average yearly decrease monitored from 2001 through 2009.
