The purpose of this briefing memo is to provide recommendations to Council of City ABC on certain aspects it may or may not include in its zoning provisions with regard to methadone clinics and dispensaries. In the following sections I will provide my input on the provisions laid out by council.

D-The patient reports nothing has changed since his last encounter with this writer. The most essential reason of methadone being such a controversy is that methadone has potential side effects, such as “drowsiness, dizziness, or blurred vision”, and thus can put someone under the danger of an automobile accident. It is true that the defendant may be convicted of DUI by methadone due to his inconsistent driving, but the conviction depends on a two-part test by the prosecution. First, the blood test conducted at a state-approved and certified lab must show “appropriate threshold levels of the drug in the defendant’s system” (Goodnough 1). Secondly, the police and the prosecution must prove that the driver who tests positive for the medication was impaired to “the point that he or she was incapable of safe driving” (Goodnough 1). However, both of these tests are subjective measurements of one’s level of impairment, and therefore, cannot avoid having some uncertainties.

During the interview with these physicians questions will be asked in order to get a sense of their understanding of opioids and which they prefer to use. In addition, it will be recorded them to ensure no piece of information is lost or unheard. In order to validate the information the physicians are relaying, observation of the physicians first hand to see which opioid they are using for each patient's specific case will be done. Searching of the physicians past patients' files will be executed as well. This is to see if what the physician states they are doing and which opioid they are using for a specific condition consistently matches the
