The Memphis Police Departments mission statement that encompasses maintaining public safety through prevention, crime reduction, enforcing the law and apprehending criminals has been in place for the past years. It is critical that execution of the objectives is the consequence of effective and efficient management of the processes which transpire within the department. The organization that I will use for this seven week assignment will be the Metropolitan Nashville Police Department (MNPD). I currently work for this police department and have been here for almost eleven years. The police department’s mission is to provide a community based police department to its citizens so they will feel safe in their communities with in Nashville Tennessee. The MNPD services the citizens of Nashville and Davidson County with all of its 526 square miles as the primary law enforcement agency in Nashville. The city does have a Sheriff’s department but they handle the jail system as well as civil warrant servicing. Although the economic environment and social relationships have changed, police officers remain the centerpiece and foundation of civil law enforcement — but without community support and trust, they will never be capable of doing their job effectively. Public trust is the cornerstone of successful policing, the currency by which they are allowed to operate. One act of misconduct, perceived or otherwise, reflects wholly on the department and is one of the most substantial hurdles to overcome as an active stakeholder within the community, not an enemy of it. Strong leadership can steer the department through adverse periods of municipal distrust by fostering a culture from within that promotes openness, fairness, and high ethical standards. Creating buy-in from internal stakeholders establishes a strong foundation and promotes esprit de corps, upon which a very successful strategic communication and outreach campaign to external stakeholders (latent, expectant, and definitive) will thrive and ensure widespread support.
After reviewing the facts of the Rixton case study I assessed the primary issues were pertaining to the development of two distinct subcultures in the police department and lack of authority from the city’s police chief. Due to the police chief’s hands-off approach to leadership, officers are unaware of his policies and procedures, and they conducted police functions utilizing their own discretion (Cordner, 2016). Let us examine how the Rixton Police Department’s organizational dysfunction allowed for these actions to occur beginning with their chief of police.

The purpose of this paper is to analyze and discuss the three different policing strategies known as, broken windows, zero tolerance, and problem oriented policing. Each of these strategies have both their pros and cons throughout this paper I will be describing each of these strategies along with discussing a few articles in relation to these strategies. The current Mission Statement of the Jackson Police Department is to improve the quality of life for its citizens and to reduce the problems associated with crime. The mayor of the city has sent praise to the Memphis Police Department over their hard work and dedication to lower the crime rate and make Memphis a better place and to restore the tourism wow factor (Ashby). Rallings made a statement to the public explaining how the community can help to lower the crime rate here in the city, stating that it cannot be left to the officers alone. He said it is not just about locking up offenders and hiring more officers, but about an effort made by the community (Hallas). According to Rallings, the police director, Memphis police work the hardest at their job and have the highest crime case solving rate in the country. Rallings also stated that he strongly believes that the community needs to work together, instead of focusing on hiding from crime and out casting those who commit crimes, the city needs to join and work as one so that the people committing crimes won't feel a need to. Rallings admitted that if the people in the city would worry about why people are out here killing each other and would work together to try to stop it from happening, the city would be a much safer place

Police mission, values, and vision statements often don't differ very much, but as in Spokane, a department may try to find a "hook," that is, something that ties the statements specifically to the agency. Spokane went with "Service, Pride, and Dedication" to match their acronym, SPD. Beyond that, the values statement tried to say what they stood for and believed in, whereas the vision statement spoke to what the agency aspired to in the future. Crime is an issue that must be controlled effectively with planning and in a timely manner for goals to be accomplished. There are many plans, procedures, or policies that control crime, but law enforcement must understand that it may never end. Addressing crime in a timely manner can alter the aftermath for future occurrences. According to Briggs (2008) the key mystery for these outrageous crimes in Memphis that occurs frequently are linked to the way people live and the misguided housing policy that are implemented in the city (Briggs, 2008). There many low- income families who live in neighborhoods outside the traditional ghetto which is increasing the poverty areas that is responsible for the uptick in crime in Memphis (Briggs, 2008). Memphis has faced many crime problems over the last three years such as homicides, assaults, and burglars, these issues have escalated out of control for law enforcement officials to manage.
