The National Prison Association led by Rutherford B. Hayes opened conversations and discussion about prison reform after their first meeting in 1870 (Schept and Wall, 2015). These conversations and negotiations concerning prison reform reached for a change in offender treatment in correctional systems across the country. These improvements lead to the creation of a medical model of rehabilitation that created the new treatment of criminality in criminals as a mental health issue that could be improved by group therapy, behavior modification, and education and vocational training (Schept and Wall, 2015).
