He is a visiting Professor of Public Affairs at American University and he taught a lot of American Universities such as Nancy Bell Evans Schools in 2011 and Georgetown University in 2009. His interesting on research and teaching different organizations like nonprofit organizations, public management of public policy, comparative social policy, and social services. Professor Smith wrote his article after he had debated and researched about volunteering and community service in different groups and types of services. They discover there were wide variations in community service programs offered by high schools and the extent of a school’s commitment to community service. Many agencies realized it was difficult to work with high school due to implementations of the service programs by the schools. This article supports my argument for change in the community because it shows how hard it is for high school students to attend community service while they are in school. Many parents and students are concerned about mandatory community service programs interfering with a student’s learning. Darwyn Fehrman is a lecturer in the department of Educational Policy and Community Studies at the University of Wisconsin, Milwaukee. He used to teach at Urban Public School teacher. Fehrman obtained his PhD in May 2010 from the University of Wisconsin, Milwaukee’s School of Education. Together with Aaron Schutz, they wrote the article about Community Engagement Projects after 2 years research. Aaron Schutz, is an associate professor, chair of the Department of Educational Policies, and Community Studies at the University of Wisconsin, Milwaukee. He wrote recent books on Social Class, Social Action, and Education. According to their research from different groups of graduate students who engaged in community service projects that seem to have failed. They believed the different community engagement projects mislead students about reality of unequal power in the society. When applying for a position at a job, managers always check to see how much experience you have in order to check if you are qualified. When filling out a college application there are always questions that ask to write down any extra curricular activities you participated in or any clubs/service work you did and for how long. It is important to be a part of the community and to be dedicated to one or two locations for a certain amount of time to show commitment and effort. A student that has been a part of an organization for about three months and has not missed will be prefered at a college than a student that goes five times a month. Community service does not only help build relationships but allows students to spend their time learning new skills and it will benefit them in the future. Community service for high school seniors should be mandatory because it will teach the students how to be responsible, allow them to explore in depth something related to their career and improve their communication skills.
The author, Steve Cohen, seems to understand the anguish and stress most high school and college students face during the application process, especially those who come from poorer neighborhoods, but doesn’t feel as if the process needs revision. The article I chose to review is, “Community Service” written by Robert Coles. The article tells a story of college students who make a difference in the world through peer tutoring, an act of community service, and have such an impact that they act as role models for Coles and he begins to do the same. Briefly in the beginning of the article, Coles states that, “students are likely to express their lofty political and social impulses and practical desires to change the world through community service, even if in limited or modest ways.”(Robert Coles, pg.93) We must make an ultimate decision about the world we live in, will we choose to make a difference in the lives of fellow citizens or discriminate and punish not only them but ourselves by not sharing the knowledge we have been taught.
High school administrations care about the well being of their students. They aim to guide the students in a way that will prepare them for the future ahead of each student. Thus administrations of high school have certain requirements that students must finish before graduating. There is one requirement that is commonly debated by high school administration and students, this topic being community service. Community service should not be required in order to graduate from high school since forcing students to volunteer leads to false information on their records, forcing students to do so does not mean that they will continue doing community service after they graduate, and it does not mean the student will mature.

There is a lot of time and dedication that goes into community service. Some students may say that it is a waste of time. Community service is very time-consuming. There are better things that can be done. Students will find other alternatives that will get them out of doing community service. The students will either join a club or play a sport. They would do anything to get them out of doing community service. Some students are not as social as others. They would rather be in their room alone than be out with others. Some students are not as social as others. Some students find joy in helping others. It warms their heart to help out where and when it is needed. Although community service is a great way to give back to the community, it has been tainted by its use as a requirement for high school graduates. Forcing volunteer work should be recognized for more than just a bare minimum, is unfair to those who have other obligations and provides no lasting benefit to the students. Many people and schools believe that making community service not optional for receiving a diploma could only benefit the students it’s required of but in a way it’s more harmful than helpful.

Viewed as an “emerging” human resource management (HRM) activity due to HRMs traditional role in for-profit business rather than non-profit business where volunteers usually work (Hager & Brudney, 2011); volunteer management shares in the similar goal of creating environments that encourage growth through training and development, empowered participation and clear communication, which ultimately supports superior organizational effectiveness (Boxall, 1996; Guest, 1998).

Most jobs are now focused on looking past your resume to see what you have given back to the community. Nevertheless, it is important that schools focus on preparing college students for the work force by mandating that they receive all of the necessary exposure and experience. Numerous schools across the country have mandated that in order for their students to graduate, they must complete a predetermined amount of community service. In Maryland, high school students are required to complete a minimum of 75 hours of service in order to graduate. However, this decision has resulted in a lot of mixed responses. Advocates of this decision stress that mandatory community service opens doors for students, while the opponents feel that it takes away valuable time from students who need to focus on their education. I believe that gaining experience outside of school is critical for future success in life. To ensure that students are prepared to transition smoothly from school to work, they need to be involved with the community while in school in order to build the leadership skills that are necessary to succeed.
As an 18-year-old tennager, I was forced by my parents to participate a summer volunteer program in my freshman year. Even though I felt that I was a victim of “tyranny” in the beginning, I realized that I actually enjoyed the process of helping people in the middle of the program. Now, I participate that program every year as an active member, and I have gained the personal enrichment that I am unable to learn from other sources such as math club or SAT preparatory class. There is no doubt that community service can bring essential benefits in helping students develop their moral value and future interest, and it should be mandatory because some students attempt to utilize community service as a tool for their own profit without the school supervision.

Our ever-increasing demands on student’s academic performances have insured well-educated adults, but what we have failed to focus on is the vital component of volunteerism as an integral part of rearing well-rounded adults. College students should be required to complete a year of community service/volunteer work before they can graduate, in order to create mature and caring adults and versatile future leaders.
