Some of the legal terms are victimization, aggression, social exclusion, school interventions, legal interventions and pupil harassment. Understanding the legality of these terms will enable most U.S. states to ban bullying since they enacted legislation on the subject. Although steps are being taken to combat bullying; however, some states only focus on physical bullying. Allowing schools and communities to define bullying can be detrimental and hinder progress in finding resolutions to all forms of bullying. Bullying is generating attention since today’s youths encounter difficulties that may lead to severe consequences. When some children are victims of bullying, they will take actions such as committing suicide or retaliating with violence where the results may be tragic. The effects of bullying will cause most children to act irrationally and not think about the repercussions of their actions. When children commit bullying, criminal and civil legal intervention programs can be implemented to prevent or punish bullies. The four types of bullying are physical, verbal, relational, and cyber. Physical bullying is unwanted aggression towards vulnerable people who are unable to defend themselves. Bullies will take advantage of their victims who are smaller and physically weaker. Bullying has been recognized as a risk factor in improvement and personal growth of children and adulthood. It is a form of hostile conduct in which an individual engages to cause another individual harm or distress (Kirves, & Sajaniemi, 2012).. Therefore, it is vital to be able to detect signs of bullying in order to stop further consequences, such as self-harm, and suicide. Children who have experienced bullying become hopeless, anxious, have low self-efficacy, and have recurrent negative thoughts (Kirves, & Sajaniemi, 2012). Research in bullying has also concluded that children who bully other children are more prone to become anti-social and engage in criminal activity (Kirves, & Sajaniemi, 2012).
There are many types of bullying that can occur to a person. There is verbal bullying where the bully is saying or writing cruel things to another person. Verbal bullying includes taunting, teasing, inappropriate comments, name-calling, and threatening to cause harm towards another person. The second type is social bullying which is also referred to as relational bullying. Social bullying involves damaging another person 's life like their reputation or relationships with other people. Social bullying includes spreading rumors, embarrassing someone in public, leaving someone out on purpose, and telling other people not to be friends with someone. Bullying is one of the leading causes in teen suicide today. People bullied in the past or present have been studied and it has shown that they have a lower quality of life. Though they have a lower quality of life, the have better physical and mental health. (“Seaman” 1). Studies have shown that most bullying happens in middle school and high school. There is bullying in elementary school but it is minimal and less serious (“Bullying Statistics” 1). Most kids refuse to speak up while being bullied in fear that the bully will just taunt them more (“Cyber-Safety Act” 2). Bullying has become a very serious issue regarding our society today.

Bullying is defined as a blustering, quarrelsome, overbearing person who habitually badgers and intimidates smaller or weaker people. There are many forms of bullying: Physically, which involves hitting, tripping, and other kinds of force in which someone put hands on you. Bullying has many characteristics but usually comes in the form of verbal abuse, physical aggression or relational victimization. The first two forms of bullying have sometimes been called “direct bullying” as they include directly aggressive behaviour. Relational victimization is the manipulation of peer relationships in order to exclude someone (Rothon et al. 579-588). There are other forms of bullying such as cyberbullying. Bullying has become a major issue in the United States and around the world. What brought the attention to people about bullying is the number of suicides that are committed by adolescents and the stories they share online or live television. Bullying is categorized to be direct verbal, direct physical, and indirect forms. Not every person has an idea how terrible bullying can be and how harmful it is to the victim. Bullying has driven students to commit actions they have never done before such as cutting themselves, suicidal thoughts, health disorders, and bad behavior. Bullying must be taken seriously, because it results in negative effects on its victims and may drive students to commit horrific actions. Lawmakers should draft anti-bullying legislation, students should stand up for one another, and society should work out what can be done to combat this problem.
Bullying is defined as a dynamic and repetitive and persistent patterns of verbal and / or non-verbal behaviors directed by one or more children on another child that are intended to deliberately inflict physical, verbal or emotional abuse in the presence of a real or perceived power differential (Selekman and Vessey). Bullying in school has become increasingly problematic for teachers and administrators. There have been many highly-publicized incidents illustrating the serious psychological consequences bullying can have for victimized students, including higher rates of absenteeism and even suicide. However, the question of how to deal with bullying remains a vexing one. Schools must remain within the law and try to find programs that have a meaningful effect on bullying, even though victims and perpetrators alike often try to keep the bullying secret from adults.
I believe bullying laws should be strict throughout every state in the United States of America however that is not the case for every state today. Depending on the state of which one resides, school officials can address bullying on their own terms. However, this can be an issue if there are no solid laws within that state to protect students from being bullied. Without proper state policies, schools fail to initiate prevention programs or simply lack the knowledge to create, interpret, and enforce anti-bullying programs. State policies of Ohio and Pennsylvania will be compared to show the discrepancies in prevention of bullying and how state laws protect students who fall victim of being bullied.

Abstract The aim of this essay is to address the anti-bullying policies and laws that are already in place, but also how ineffective they are thus far. The anti-bullying laws that are in place need to be modified further to accommodate bullying off school premises. The victims of bullies need to be assured that they can get loose from the grip of the bully without having to go to extreme measures such as suicide. I address the types of bullying that can occur and how to put a stop to it through laws as well as what parents can do to make sure their kids aren’t being bullied or being a bully themselves.
