As a student who attended public schools in low-income and high-income school areas, I become very acquainted with the opportunity and the stark of an inequitable system. My utter disappointment in the public education systems has me in hot pursuit of closing the opportunity gap. My experience as an educator from 2011-2015 in the fastest improving state of Tennessee, left me with a high sense of possibility regarding the solvability of the problem of inequity.
Two articles, The Facts about the Achievement Gap by Diane Ravitch and From Still Separate, Still Unequal: America’s Educational Apartheid by Jonathan Kozol, provide facts about the crumbling education system in the inner cities of America. Schools there have shown to be segregated, poorly staffed, and underfunded. While the theme of both articles may be educational shortcomings, the content is surrounded by discussions of segregation. There are more underlying factors the authors are missing. Readers need to be rallied together in a unilateral cause to identify the issues affecting the nation’s education system, segregation is not one of them.
Being a teacher who has spent the past seven years working in a “persistently low-achieving” school, I have gained an understanding of the inequities within Jefferson County Public Schools. Students, who attend schools with higher levels of poverty, are subjected to not receiving the same standard of education as those who attend schools with lower levels of poverty. Educational equity is an issue in our district and has become a main focus for improvement. JCPS has made it a goal to find ways to provide an equitable education to all students, regardless of their gender, socio-economic status or ethnic origin. JCPS wishes to create a system that not only focuses on high achievement, fairness and providing an opportunity in education but ensures every student receives a basic minimum standard of education. After reviewing the Government laws and policies that have been in placed and replaced in history and more currently to contribute and correct the issue. The most important question of all remains. Why does the Achievement Gap still exist? According to former Secretary of Education John King (2016) “Black and Hispanic students continue to lag behind their White peers in achievement and graduation rates.”After so many attempts made by the Government to close the Gap and create equality, clearly there is something that is not being addressed across American Public Schools. Frederica Wilson (2013) former state senate member stated in the Brown vs Board Documentary There is such a difference in going to one school in one community and going to another in another community. Why don't we tackle that problem instead of testing the students predicting they will fail, watching them fail and denying them a good life?”The question now that remains how exactly are the schools different in different communities?
The essay “Still Separate, Still Unequal”, by Jonathan Kozol, discusses the harsh truth of public school systems, and how they have become an isolation and segregation of inequality that students are subjected to; as a result, to receive an education. Throughout the essay, Kozol proves evidence of the inequality that African American and Hispanic children face in the current school systems across the country. Kozol supports his testimony by providing the reader with factual statistics and percentages, of how segregated the public school systems have become within many major cities. He exposes the details and statistic of how wealthier schools received better funding and opportunity than the low-income and poverty struck school systems throughout the major cities across the country.
Jonathan Kozol’s book, Savage Inequalities, is a passionate testament to the shortcomings of the public education system in the United states. Kozol visits some of the most impoverished school districts in East St. Louis, Chicago, New York, Camden, and San Antonio. He identifies characteristic among all of these schools to include a high percentage of dropouts, a population of almost entirely non-white students, an infrastructure in disrepair, a startling lack of basic supplies, a shortage of teachers, and an excess of students. Kozol also visits schools in the vicinity that are in stark contrast to the poorest schools. They have an abundance of supplies, space, funds, AP curriculum, extra-curricular activities, and teachers. These schools were also predominantly white. Kozol explores reasons for these differences between neighboring schools and finds that those who are in a position to initiate change are largely apathetic to the inequalities.
Savage Inequalities by Jonathan Kozol explains the inequalities of school systems in different poor neighborhoods. Kozol was originally a teacher in a public school in Boston. This school didn’t have very many resources and was unable to keep teachers for very long. After pursuing other interests, Kozol took the time from 1988-1990 to meet with children and teachers in several different neighborhoods to better understand issues relating to the inequality and segregation in the school systems. Kozol writes from his own perspective as he visits six different cities and the poorest schools in those cities. In Savage Inequalities, Jonathan Kozol documents the troubling inequalities within American public school systems and their various districts. Thus focusing on the “savage inequalities” between highly privileged districts and poor districts within these public school systems. From the time period of 1988 to 1990, Jonathan Kozol visited various public schools in multiple neighborhoods, including East St. Louis, the Bronx, Chicago, Harlem, Jersey City, and San Antonio. Throughout the chapters, Kozol describes horrendous conditions within these schools and questions the students, faculty, and staff members regarding their reflection of the current school’s maintenance, teachers’ salary and availability, and student’s deteriorating curriculum.
In 1965, President Lyndon B. Johnson was the first to enact a civil rights law, the Elementary and Secondary Education Act (ESEA), to combat the achievement gap in low-income communities. ESEA provided Federal grants to districts with substantial numbers of low-income students to offset the cost of textbooks, library books, special education centers, scholarships for low-income college students, and to improve elementary and secondary education. While ESEA remains as the policy foundation to lessen the opportunity gap, it was not sufficient and improvements were needed (“Every Student Succeeds”, n.d.).
Jonathan Kozol, Savage Inequalities: Children in America’s Schools is an intense expose of unjust conditions in educating America’s children. Today’s society of living conditions, poverty, income, desegregation and political issues have forced inadequate education to many children across the country. Kozol discusses major reasons for discrepancies in schools: disparities of property taxes, racism and the conflict between state and local control. Kozol traveled to public schools researching conditions and the level of education in each school. The United States is a country based on equal opportunity; every citizen is to be given the same chance as another to succeed. This includes the government providing the opportunity of equal education to all children. All children are provided schools to attend. However, the quality of one school compared to another is undoubtedly unfair. Former teacher John Kozol, when being transferred to a new school, said, "The shock from going from one of the poorest schools to one of the wealthiest cannot be overstated (Kozol 2)." The education gap between higher and lower-income schools is obvious: therefore, the United States is making the effort to provide an equal education with questionable results.

In 1965, Lyndon B. Johnson signed the Elementary and Secondary Education Act as part of his “war on poverty” in hopes of closing the achievement gap between low income schools, which typically house larger percentages of student of color, and their more affluent counterparts. The act has been redefined and reauthorized every five years since its original enactment. However, despite the last 50 years of education reform, the disparity amongst high and low poverty schools is as large as it ever was. Will Durant, a businessman and the founder of General Motors, once said, “Education is the transmission of civilization.” Unfortunately, education is still one of the most deliberated and controversial issues in the United States. Thus far, the privilege or right to receive education has not attained the level of equality throughout the nation; poor districts obtain less educational funding while rich districts obtain more, creating an immense gap between the quality of schools in poor and rich areas.
(Leon-Guerrero, 2014) Education reform scholars argue that racial segregation, funding, inequity and educational inequality go hand in hand. In the 1990s courts began to examine whether the achievement gap between minorities’ and whites was a vestige also known as the former segregated school system. (Leon-Guerrero, 2014) Today education analyst contributes this to the achievement gap. Although state courts have held that the quality of education should be fair, the struggle to close the achievement gap still continues. For instance, children coming from a household making over $90,000 have a better chance graduating from college by the age of twenty-four. (Leon-Guerrero, 2014) Children coming from families making less than $35,000 have a one in seventeen chance from graduating from college. (Leon-Guerrero, 2014) The No Child left behind Act (NCLB), was intended to be the revalidation of the ESEA in 2001. (Leon-Guerrero, 2014) The purpose of the NCLB was to close the achievement gap within the races, but ended up failing to drive the educational improvement where it was needed most. (Leon-Guerrero, 2014) The NCLB mandated higher scores, but failed to provide low-income schools with resources to make the achievement possible. (Leon-Guerrero, 2014) As a result wealthier

(Education, 2011). Students that come from low income families are not given the equal chance to get the education that students from high income families get. If students are not given the tools they need to be educated, then they will have a poor chance of succeeding in the world.
