I. PROBLEM DEFINED
Hezbollah (“Party of God”) is attempting to expand its reach in the Middle East. Expansion of this terrorist group poses a threat to international security. Since its inception in 1982, it has been linked to the murders of Americans, Lebanese, Europeans, and citizens of many other nations. Its expansion efforts are under the guise of global jihad but in reality it is using terrorism to advance a radical agenda throughout the Middle East. .
Hezbollah’s intervention in the Syrian civil war is in response to what Hezbollah’s leader, Sheik Hassan Nasrallah, says is in support of Syrian President Bashar Assad in the region-wide war of Sunni Muslims against Shiite Muslims. Hezbollah’s fighting alongside Iran in Syria deepens

Blacklisting, along with other punitive actions, should continue to be levied against Hezbollah and their supporters. Their rouge, illegal actions prove to be detrimental to the region as well as globally and cannot be tolerated.
IV. OPERATIONAL APPROACH
A. Iran/Israel Relations
Continue to push Israel and Iran to rebuild relations. These two countries are at the center of the regional conflict. Rebuilding the relationship could help ignite the much needed unification across the entire region. Mending fences would enable Iran to redirect its focus on issues with Saudi Arabia without fear of threat from Israel. It would also lessen the Hezbollah threat in Lebanon since it functions as a deterrent against Israeli military action on Iran.
There is a lot of work to do on this relationship as there is no trust between them. The nuclear deal negotiated by the United States, which only lifts nuclear related sanctions, is a start. Not only is the deal believed to be good for Israel and Iran, it also, to some extent, appeases the American public who is likely to be more receptive to diplomacy than continuous military intervention in Middle Eastern

Each of the Instruments of Power that can be applied in some way; however, Diplomacy would be best suited as a starting point. Diplomatic efforts require negotiators to find a common ground from which to seek resolution. The most recent evidence of success would be the nuclear deal between Iran and six global powers. Not only did this dismantle Iran’s nuclear program it also opened the door for Iran to globally reestablish itself since threat of nuclear invasion has been removed.
Both economic (sanctions) and military instruments have been previously used in past against adversaries in the region; however, should these be avoided now. There needs to be time allowed to build trust. Given the number of destabilized counties throughout the region, it is imperative that strategies are carefully thought out to avoid further strain on relations.
