Harm Statement: Hennepin County Child protection received a report of alleged physical abuse and domestic violence involving Tionne and Tavin by their father, Tejuan. Danger Statement: The Department is concerned that if Ms. Hanna does not address her domestic violence, physical abuse and her parenting skills she may be at risk for future harm.
The policy is the Pennsylvania State Code, chapter 3490 for protective services. This law applies to all departments or agencies that provide services to children and youth. Employees may include law officials, public/private schooling, and any professional employees that come in contact with children (The PA code, 3490). The code states that when a child is taken into protective custody it is the obligation of the agency to provide visitation between the parent/siblings and child at least twice a month. The rationale behind this code is to protect the relationship between the parent and child in the reunification process.
On 2/3/17, Hennepin County Child Protection accepted a report of alleged neglect, failure to ensure education for Frederic Davis III and father Frederick Davis. Per reporter Frederick III has 14 total full unexcused absences from school. Per reporter also indicated the Frederick III has 17 excused days total. Per reporter a principal letter was sent home on 11/10/17. Per reporter further indicates Frederick III has been suspended for behavioral reasons.
On 4/26/2018, Hennepin County Child Protection accepted a report alleged-Inadequate supervision of Malachi Lee and Jayden Lee by Mother Melissa Johnson. Also, Physical Abuse of Jayden Lee by Unknown Offender. Per reporter on 4-25-2018, Jayden was taken to Midwest Children's Resource Center after he reportedly fell off the bed. Per reporter after been seen by the physical, it was determined that Jayden had fractured his femur. Per reporter when asked what happened, Melissa stated that she had left Malachi and Jayden on her bed and was not in the room when she heard the children hit the floor. Per reporter when she got in she found Malachi on top of Jayden. Per reporter after Jayden continued to cry
The non-custodial parent (NCP), Mr. Parvin’s testimony revealed that he was divorced in 2011. For four years, he paid child support, which came out of his checks automatically each time he was paid with no issues until the end of 2015. This is when he started receiving letters from the State of Idaho, where his ex-wife resides stating he that was behind in his child support. He stated he eventually connected with DHR in Jefferson County child support caseworker (CSW) Bonnie Campo, who sent information stating he was behind in his child support obligation $783.00 plus interest. The goal of our program is to decrease the amount of child abuse and neglect in Madison County, IL. The purpose of our proposal is to obtain funding to expanding the Crisis Nursery to the Madison County, Illinois area. Our program hopes to provide a temporary safe haven for children ages 0-18 and aid in child development. With the expansion of the Crisis Nursery to the Madison county area parents or caregivers who are not able to travel to St. Louis will have accesses to all of the various programs the Crisis Nursery has to offer. Children will be able to get proper medical attention, as well as food, shelter and aid in child development. If accepted for funding the Madison County Crisis Nursery will be running by November 2017.
With this scenario it is honestly boarder line due to it is but then again it is not enforceable. Gerard’s promise to donate the receipts to Kids Care is enforceable due to he made a contractual promise which means that Gerard has to fulfill it by law. Also, the promise Gerard made created not only a legal but as well as a moral responsibility in which made his promise an enforceable in spite of the lack of consideration. Kids Care had relied on the promise that Gerard made in order to build a residence for homeless teens and with such dependence, it formed a basis for contract rights and duties. On the other hand the promissory estoppel is defined as “individuals rely on promises, and such reliance may form a basis for a contract rights and duties. Under the doctrine of promissory estoppel (also called detrimental reliance), a person who has reasonably relied on the promise of another can often obtain some measure of recovery” (Miller & Hollowell, 2011).

The controversial issue of whether or not Child Protective Services are doing their jobs properly, has grabbed nationwide attention. Child Protective Services is the name of a government agency in many states of the United States whose mission is to respond to reports of child abuse and neglect. Some of these cases may include physical abuse, sexual abuse, and mental abuse (Wikipedia). The child welfare system is corrupted. The parents and guardians who are accused of abuse are automatically labeled as guilty and will have to prove their innocence; instead of being innocent until proven guilty.
When a child is endangered in one’s own home, child protective services interfere to ensure the safety of the child. In some cases, when conditions at home are unfit regarding the safety of a child, foster placement occurs. Over a half million children within the United States reside in foster care. Out of these children, approximately 20,000 of them continue through their lives within the foster care system until the age of 18. This is referred to “aging out”. Once a child within the foster care system turns 18, they are no longer cared for by state or government agencies and must provide for themselves. For those who do age out of the foster care system, it is often that they find themselves lacking the necessary skills needed to make it on their own, which is often due to the lack of having a stable support system such as a family.
