Qualifications for the teachers in Head Start programs included in the 2007 reauthorization are, that all lead teachers must have at least an associate’s degree in early childhood or any related field. However, by 2013, half of the Head Start teachers must have at least a bachelor’s degree in early childhood development (New America Foundation, 2014). The Head Start Act of 2007 requires that Head Start programs be evaluated every three years in order to ensure that the highest quality services are being offered to the children in compliance with government standards. The Federal agency is responsible for oversight of Head Start, which is the Office of Head Start (OHS). A Head Start Review Team is arranged to perform a thorough review of the particular Head Start program to ensure that the program is in compliance with the Head Start Program Performance Standards.
