We can date the United States criminal justice policies all the way back to the 17th Century. Although it is nothing compared to what we have today, there have been improvements along the way. One of the major reform needed in our corrections system are the war on drugs and overcrowded prison. The history of corrections in the U.S. has been seen through four major eras known as the Penitentiary, Reformatory, Reintegration, and Retributive Era. Each era has tried to explore the best way to deal with people who have broken the law. Based on the ideas of each era, we’ll explore which reform needs to be implemented.

Overall, the United States prison system and society’s view of African Americans needs to change. People need to make sure that the mistakes society has made in the past do not repeat themselves. In order to fix many of the existing problems it is important to focus on reforming the prison system. Doing so would prevent many future cases of injustice and racial

Specific Purpose: To inform and persuade the public of the inefficiency of the justice and prison system, and to offer insight and methods to both reduce the finical burden of this institution on the state and inmate recidivism while simultaneously reviving our communities left ruined by this often racist and unfair institution.

Corrections have existed throughout society for many years and continued to change and evolve in the United States reflecting society’s values and ideals throughout the centuries. In the criminal justice system, corrections exist in more than one form. Not only do corrections refer to jails and prison systems but they also pertain to community-based programs, such as probation, parole, halfway houses, and treatment facilities. Past, present, and future trends in regard to the development and operation of institutional and community-based corrections vary between states but corrections have grown immensely since the early 1800s and have continued to expand

In the United States, each day approximately 1,600 adults are released from state and federal penitentiaries to reintegrate back into the community (Gunnison & Helfgott, 2013). Reentry programs have been created all over the nation to help offenders successfully transition from prison into society. Offenders are confronted with numerous obstacles when attempting to reintegrate back into society. Ninety-five percent of offenders are released to reintegrate back into the community (Davis, Bahr, & Ward, 2013). Upon release, ex-offenders realize that despite the fact that they are no longer incarcerated, they face many restrictions. The restorative justice development rose to address the disappointment of the criminal justice framework to manage victims, offenders, and communities in an integrated way. A core focus of this development has been to expand the role of the community in advocating changes that will avert the issues and conditions related with crime and the demand for a criminal justice intervention (Hass & Saxon, 2012).

Terry, VanderWaal, McBride, and Holly, discussed the impact of substance abuse within the juvenile justice system. They discussed treatment programs and services that are currently available. Improved substance abuse interventions have the potential to reduce recidivism amongst juveniles. Funding is needed to improve substance abuse treatment centers. Funding for program development requiring collaborative applications may provide valuable incentives for the development of successful juvenile justice collaborations. (Terry, VanderWaal, McBride, & Holly, 2000). Tsui discusses the shortcomings of utilizing detention as the primary method of dealing with the juvenile justice system. Tsui focused on the city of Chicago, and examined the present state of the juvenile justice system by identifying possible barriers and solutions to integrating restorative justice practices in a system primarily focused on detention. (Tsui, 2014).

The United States is regarded as a country of innovation and progress. However, the prison and disciplinary systems in the U.S. fall short in several aspects. With the highest incarceration rate in the world, one might expect American prisons to be prepared for providing quality care and rehabilitation for inmates. Unfortunately, this is not the reality - with a growing number of privatized prisons, the quality of life for inmates and their families is dissipating. The U.S. prison system is in desperate need of reform; closing down private prisons will help in alleviating monetary pressure, reducing abuse reports, and lowering the rate of reincarceration in individuals. Prison reform should be seen as a priority, as nonviolent offenders are suffering far more than they should, and are purposely conditioned to be reincarcerated after their release. Private prisons are rapidly growing in the U.S. to keep up with a growing number of inmates. With the rising number of prisoners, prisoner abuse levels are also rising exponentially. This is due to the fact that private prisons are a booming industry that exploits prisoners for profits. Private prisons may seem beneficial at a glance; however, they enforce lax regulations and are notorious for overcrowding and “barbaric” conditions. The United States accounts for 5% of the world population, but our prison population makes up 25% of the world’s (Nagin, 2014). African Americans account for the largest percent of our prison population because they have the highest incarceration rate compared to other races. This essay will argue that African Americans are incarcerated at a higher rate than Caucasians. Proven by statistical data, there are grounds to establish that the racial disparity in incarceration rates is a social problem. To address this social problem, public policy should be implemented by the Federal Government.

Society has often struggled with how to help prisoners once they are released back into civilization. The number of prisoners in the American prison population has grown considerably in the last couple of decades. For many prisoners the process of arrest, incarceration and release is a continuous cycle, there is very little hope of them living in civilization for a long period of time. There is also a high a retention rate of the returning offenders. A large portion of these prisoners are minorities of African Americans and Hispanics face more time in jail or prison is extremely high. The success rate of offenders is measured by how long one can avoid being incarcerated and not by being reintegrated into civilization. These issues have become a national crisis in Joan Petersilia book titled “When Prisoners come home: Parole and prisoner reentry,” she address these issues head on. The main purpose of this book focuses on how to help prisoners once they have been released out of prison. Petersilia gives efforts for future reform to alter the in prison experience, change prison release, revocation practices, revise post prison services and supervision as well as a working with the community to enhance informal social control. These are efforts that represent a better policy towards reform of prisoners and re-entry in the system. The book goes into great detail about the suggestions Petersilia makes and why it is necessary for change.

In America, crime rates are going up and prisoners are being released from prison with a wrong sense of direction resulting in their finding themselves back behind bars within a short period of time after being released for an action that could have been prevented if the proper precautions had been taken. Prisons need to put forth the effort to resolve these issues and make America’s streets secure again. The criminal justice system in prisons is a rising concern in this country that is affecting many and it is time it was improved by reforming the inside of prisons, providing prisoners with more when released, and keeping them under surveillance after release to help ensure they will not return to prison, thus keeping crime at a lower rate.

Within this paper, you will find a comprehensive review of the United States prison system, and why it needs to analyzed to better support and reform the people of this country. I plan to persuade the other side (politicians and society) into seeing that the way the prison system is now, is not ethical nor economical and it must change. We have one of the world’s largest prison population, but also a very high rate of recidivism. Recidivism is when the prisoners continuously return to prison without being reformed. They return for the same things that they were doing before. So, this leads us to ask what exactly are we doing wrong? When this happens, we as a nation must continuously pay to house and feed these inmates. The purpose of a prison needs to be examined so we can decide if we really are reforming our inmates, or just continuing a vicious cycle. What is the true purpose of prison besides just holding them in a cell? There must be more we can do for these hopeless members of society.

According to the New York State Office of Children and Family Services (OCFS), in 2012, Westchester County incarcerated 213 juvenile delinquents (source, Office of Children and Family Services). Historically, New York State (NYS) has bolstered expenditures on the complex prison system. According to the Correctional Association of New York, irrational prison spending has quickly surpassed expenditures geared towards higher education: “Almost fifteen years ago the Correctional Association of New York documented how New York’s governors and politicians had rapidly increased prison funding while cutting funding to higher education” (source, Binghamton Justice Project). Based on this information, senior management team members at Safe-future Halfway House are interested in the educational advancement of our at-risk youth; we will accomplish this by providing educational services and resources. The Safe-future Halfway House can only accommodate 5 clients and one
