The issue of illicit manufacturing and transportation of firearms and stockpile management of said firearms is not only an issue of the state of Jamaica, but is an issue of the entire organization of the OAS. Involving various committees within the OAS, such as the IAJC. CIP, the Department on Transnational Crime, the CICTE, and CIFTA. The issue has also made its way onto various OAS resolutions, treaties, and Reports to construct various ideals and strategies to slow and eventually end the gun trade in the Americas and their sister nations. Government of member states have all been working collectively to solve this issue of illicit gun manufacturing and transportation, most notably Jamaica and Haiti that cooperated in a major gun seizure in October, where 100 illicit firearms were seized by the Haitian police force and the Jamaican Constabulary force in combination ( Massive Gun Find). Both Jamaica and Haiti are member nations of the OAS Organization., and they understand the importance of the issue and the reliance on member nations of the OAS to cooperate on preventing the growth of the massive gun trade. Many Cartels within Central America and SOuth America that use these countries to conduct their trade and elevate their wealth, such as the Medellin cartel, that claims territory in Mexico, Columbia, Peru, Bolivia, and Brazil, until the apprehension of Pablo Escobar, leader of the criminal cartel in the mid 1990’s ( ). Escobar was proclaimed by the Colombian government and the United States Government as the unofficial dictator of Columbia, as nothing happened without his say so in COlumbia, exposing the high levels of corruption within these government that allow cartels to do what they wished with little fear of government of police intervention. The Inter-American Juridical Courts, that pushes for disciplinary action against corrupt government officials and arms dealers. The CIP is the OAS organization concerning port security, a major component on slowing and ending the gun trade, as well as stockpile management and transportation of said stockpiles to safer locations. The department against transnational crime deals in ending the crime leaders, such as the Colombian cartel and the FARC and the Peruvian terror group known as the Shining Path, as well as corrupt politicians that support these organizations through bribery and tax breaks on certain properties. The CICTE, the branch organization of the OAS that deals with counter terrorism, takes a special interest in ending the arms trade and stockpile management, as the gun trade can fund some of their terrorist activities and the stockpile management is extremely important, as if one stockpile falls into the hands of a terrorist organization, for instance the FARC, and they get their hands on three hundred M4A1 assault rifles, they could ensue a major shooting or enact a revolution, as the Shining Path had done in the past.
