Argumentative Essay In 2014, almost seventy billion dollars was spent on the food stamp program. Some may say that’s a significant amount of money compared to how much the United States owes in debt. Therefore, there should be more restrictions on who qualifies to get food stamps, and also on how long people can receive them. If people are unemployed, then they should have applied to at least three different jobs before being able to apply for food stamps. If people do have a job, then of course they must be making below poverty level to qualify. The only reason for why a person receiving food stamps cannot pass a drug test, is because the drug being used is for medical reasons only. If one must take the drug test and not pass, then a warning shall be given, along with two extra drug tests given monthly. If the same person does not pass the second time, food stamps should be cut by twenty percent; if they cannot pass the third test given, stamps should be cut by an additional thirty percent. Finally, if the same person has failed four consecutive drug test, or four within three months, food stamps should be cut out completely with a four month penalty before reapplying. The last restriction that should be applied to food stamps is how long you are able to continue receiving them. A student would be to receive stamps as long as they are enrolled in school. A parent, or household with children, can receive food stamps for the child until he/she has graduated, or turned eighteen if the child has dropped out of school. This prevents someone from dropping out of high school, still living with a parent, and the parent receiving food stamps for a twenty-one year old. SNAP is the foundation of nutrition assistance programs. This program provides over 47 million individuals in nearly 23 million low-income households. The eligibility is not restricted to certain groups of individuals, and because of this, SNAP serves a vast amount of families with children, elderly people, and individuals with disabilities. Others eligible for SNAP include families with adults who work in low-wage jobs, unemployed workers, and those with a fixed income. The SNAP Program assists about 72 percent of people who live in households with children. Nearly 25 percent of households with seniors and individuals with disabilities, are also assisted (Rosenbaum, 2013).
Supplemental Nutrition Assistance Program (SNAP) is a government program for low-income individuals and families which allows them to receive nutrition assistance. Previously known as the Federal Food Stamp Program, SNAP was renamed in 2008 to fight stigma of those who participate in the program. The first food stamp program can date back to 1939 and was created by Milo Perkins who was able to see a solution for both farmers who had surpluses of crops and the undernourished population within the town.
There are numerous benefits that comes with living in poorer living conditions. It has been stated, “SNAP and WIC are both tied to income and are indexed to the federal poverty line. SNAP requires that your household make less than 130% of the poverty level. WIC varies by state, but federal guidelines require that the threshold be between 100% and 185% of the federal poverty line.” This in fact is very true!
After Apac, a large industry based in Iowa, closed, almost 200 people lost their jobs. Now, a large percent of those people probably found another job while some didn’t look for another one. That then caused them to no longer have a steady income for their families or themselves which then put them in a state of poverty. Struggling to pay rent or house payments, buy food, and support their families, they will apply for food stamps. The average amount of money a person can get for food stamps is approximately $140.
Recent cuts to the Supplemental Nutrition Aid Program (S.N.A.P.), also known as the U.S. Food Stamp Program, have become extremely controversial. Whether Congress was wrong to reduce funding to the program remains a question. There are two principles that may be used to represent each side of this debate. The difference principle will be used to represent those who believe the program cuts were unjustified and the harm principle will be used to represent those who believe the program cuts were justified.

In 1933 SNAP was built into Agricultural Adjustment Act (AAA). The AAA was put into law during the great depression. The purpose of the law was to help farmers deal with the excess supply of crops by having the government subsidize the cost. The government would also distribute these crops to relief agencies and local communities (The History of SNAP). In 1964, President Lyndon Johnson signed into law the Food Stamp Act. With this legislation enacted it was now required to purchase stamps. These stamps also had bonus amounts that were determined by income level. The federal food stamp program (SNAP), makes up the largest portion of the budget for the US Department of Agriculture.1 In New York alone 15.3% of residents receive benefits from the SNAP program.2 The purpose of SNAP is to provide nutrition to low-income citizens, however SNAP beneficiaries experience higher rates of obesity compared non-reciepiants.3 According to a report published by the USDA, Americans use food stamps to buy more than $600 million worth of “sweetened beverages,” and bought hundreds of millions more of junk food and sugary snacks.4 Lack of regulation and reform to the SNAP program is causing harm to the public.

My mother received SNAP benefits for three months while she was unemployed in 2013, but only received $17 a month for a family of three. The most one can receive in SNAP benefits for a family of three is $497. Now that she has a stable job and can afford groceries without the help of government aid, there is no way she ever spends $497 on food. The people who receive the entire amount allotted for their family size should not receive that much. This is more than enough money for a family of three to eat very well every single day, while there are some people in the lower middle class that cannot afford to have three meals a day. My father, for example, went through a time where he made too much money to receive any type of food stamps from the government, but he could not afford to have three meals a day. When he applied for SNAP benefits, he was denied due to the fact that he made around $1,300 per month, which is not very much because he had to pay for rent, a car payment, car insurance, and the utility bills. It was difficult for him to find enough food to make dinner for two people, if I was there over the weekend. The maximum one can make in monthly gross income for a household of one person is $1,245 to be eligible for SNAP benefits (Saddler, dhs.state.il.us). In Figure 1, there is a chart stating the amount of money a household is expected to receive in Supplemental Nutrition Assistance Program benefits.
The application process for the Supplemental Nutrition Assistance Program benefits is a tedious process leaving many students confused on the process. Numerous students who do apply are deemed ineligible for benefits, due to the work requirements (Goldrick-Rab et al., 2017). There were 56 percent of college students who were employed while attending college, with 20 percent working full time (Dubick, et al., 2016). Among the food insecure students attending college, only 38 percent of students employed worked 20 hours or more per week which would make them eligible for SNAP benefits if they were to apply (Dubick et al., 2016). Historically, social welfare programs were created to alleviate the burden of social problems that society was facing. Some examples of social problems include food insecurity, health insurance, and homelessness among many others. I feel that the premise behind the social welfare programs is good; however, the social welfare programs are not enough. The programs do aid low income families with the necessary aid they need; nonetheless, they aid is not enough. Until recently, my family received SNAP benefits monthly of $120. Although the amount was not a lot, it did help our family purchase food for the month. Two months ago, my husband got a .25¢ for his yearly evaluation which pushed our family income past the “poverty line”; thus, we did not qualify for the renewal.
