An issue in school that effects many inner-city schools is gang relations. “Uniforms add measures of safety in identical dress. Gang identification is obscured. Group violence and theft are dissipated... Children are no longer identified by their 'colors.' Yet, in 1999, when Serrano High School first banned the wearing of clothes with certain colors because they were feared to be "gang-related", the students had no choice but to comply. While the School Board does retain the right to censor some forms of expression because they are inappropriate in language or may cause a disruption to the learning process, the idea that students are not allowed to wear clothes because of their color begins to push the envelope. In 2003 the school board took this a step further and banned any hat with a logo other than the schools logo on it because of the prevalence of hats with inappropriate logos on them that might be gang-related or have a double-meaning. However, this reasoning was never justified with any event or occurrence that would prove these hats were becoming an issue of security for the students. Often times, the only form of expression a High School age student has is the clothing they wear, and the banning of their selection of clothing without giving justification is equivalent to restricting any other form of free speech without justification. The fact that school boards only vaguely justify their reasons for certain dress code restrictions is enough to warrant a reasoned inquiry by the students into why their speech is being suppressed.

In the study of two different school gangs conducted by William J. Chambliss, there is a difference in how each gang is perceived by the community, school officials, and the police. These differences in perception can be attributed to several factors. There are visibility indicators, such as how members of each gang dressed, the type of vehicles they drove, and where they were seen within the community. Secondly, there are behavioral indicators, measured by their demeanor when interacting with police, teachers, and others within the community. Lastly, there is a bias indicator, which is the perceived seriousness of the gang’s delinquent activities.

Most people say that a bandanna is involved with a gang. But it really isn't it might have been a gang sign back in the older days, but it isn't nowadays. I mean really all a bandanna is is cloth with patterns and colors. If someone spends money on something that they want then why can't they wear it where people can see it? Anyone should be able to wear a hoodie and be unchallenged for doing so. The hoodie is nothing more than a article of clothing, and the fact that someone simply wearing the garment can be perceived as a threat is despicable. Even so, the conversation of hoodies being cause for fear should end. The main reason for implanting a school uniform policy would be that it increases the safety for the children at school. Gang violence in schools is at an all time high. People say you are what you wear. Well, uniforms are expensive and are a violation of human rights, even though it’s professional and sober clothing, they don’t allow students to express who they are, so how are they supposed to be what they wear? People say it prevents bullying, but bullying can happen without uniform. School uniform promotes conformity over individuality. They are difficult to enforce in public schools. It is more money to pay for uniforms and normal clothes outside of school. There really isn’t a uniform in real life like working if you work as a janitor at a school it doesn’t matter what you wear it matters that you get the job done.
