At first glance, Knoxville’s EOP is a seemingly simple document but the further you read into it you quickly discover how comprehensive it is. The plan describes how local government, first responders and agencies including the American Red Cross and Salvation Army will respond. The plan also addresses these organizations roles once the transition from response to recovery occurs.
I became a part of the EOF because I like to study and work hard in the summer. This program is helpful because college is different than high school and in college I have to work harder and do all my best to pass the summer program with a good grade. This program will help us to do well in the fall semester and they support us with many things such as tutoring, academic skills workshops. The reason that I applied for the EOF is to get to know the college that I will go to and at the end of the program if I passed I will get college credits and that’s one of the things that I am looking forward to. The EOF is designed strengthen my preparation for college level and academic success.

Ensuring Resilience to Disasters has more tasking’s than another mission and involves many different agencies to accomplish those tasks. The four tasks are to mitigate hazards, enhance preparedness, ensure effective emergency response, and rapidly recover. The main agency that is responsible for these tasking’s is FEMA. FEMA’s mission is to “reduce the loss of life and property and protect communities nationwide from all hazards, including natural disasters, acts of terrorism, and other man-made disasters” (FEMA, 2017, p.2). FEMA works with federal and State services to assist them in accomplishing their goals. They also assist local services by assisting in setting up emergency management agencies (LEMA) and set guidance for Emergency Operations Planning (EOP). Some of the organizations that a person is dealing with is Local and state and national level organizations. Some of the local organizations that communities deal with are American Red Cross, Cert (Community Emergency Response Team) and Emergency responders like the Fire Departments, and Police department. Some of our State and national organizations that we deal with are Fema (Federal Emergency Management Agency) and Homeland Security.

Our world is complex there has always been and always will be disasters that can happen anywhere anytime. There can be natural disasters, for example floods, hurricanes, tornadoes, wild fires and drought. There are also man-made and technology types of disasters from hazardous material spills, biological weapons, cyber-attacks to even civil unrest. According to PEMA, the history of emergency management can date all the way back the first civil defense program which was started during World War I and later during World War II the office of civil defense (OCD) was created by Pres. Roosevelt. In the past emergency management, has always been event driven. With each new crisis that our nation has gone through, the reason for and the avenue in which to accomplish emergency management has changed. No more so than when the terrorist attacked on 9/11. The 9/11 commission report states that the Incident Command System is a “proven framework for emergency response” (911 CR). The incident command system is a proven framework for emergency response by providing clear leadership and organizational structure, improving the effectiveness of resource efforts, and maintaining safety for responders.
Overall this evaluation shows the continual disconnect with the EOF staff and this college. This evaluation fails to mention the true condition this EOF program was in, how the EOF program was viewed to the state, on the campus, and to the students before I walked on the campus. This evaluation chooses to portray an unfair image of me over the outstanding job that I have done in spite of what I have faced. In this report you don’t see the comments that the state director said about the program before I started working here and how the state director is extremely happy with the state of the program once I started working at this college. You don’t see how the stakeholders across the campus are ecstatic about EOF and the new direction it is going. Most of all it doesn’t mention the obvious changes that have happened with student engagement. As you go through the evaluation it makes me look immature and highlights the battles I had to faced taking on a declining program. This report fails to show that this condition put me in an unfavorable position. Nothing was normal about the condition of the program. This is especially true for local officials who will likely be responsible for coordinating the response to a disaster. Individuals like the local emergency manager, are responsible for things like local Emergency Operations Plan (EOP), conducting exercises, and educating the public (DHS, 2013, p. 12). These types of responsibilities are situated at every level of government. This included things like the Governor’s responsibility over the National Guard or the Secretary of Homeland Security’s responsibility in management of FEMAs response authority (DHS, 2013, p. 12,16). The NRF outlines each responsibility in order to reduce confusion during emergency
