The Tennessee Department of Corrections is a department that is built on a rank and file model that allows for the flow of leadership to work in two directions from top to bottom and from the bottom to the top (Tornblom, 2017). We can see in this type of organization that the Courageous Follower model can have a significant impact on the day to day operations of this team because of the large number of both followers and leaders and each member of each group having their type of work ethics and work skills (personal communication, October 21, 2017). When each employee can be confident in their working ability and working environment, they can allow those that they work for to place trust in them as well as the leaders being able to place trust

Far too often most supervisors and managers seem to take the “path of least resistance” when dealing with problem employees or in communicating with employees. This “wide road of mediocrity” is believed to be the primary path of most managers and these leadership failures have become a significant form of stress and frustration for the law enforcement culture.
Path-Goal Theory assumes that leaders are flexible and that they can change their style, as situations require. The theory proposes two contingency variables, such as environment and follower characteristics, that moderate the leader behavior-outcome relationship. The leader must consider follower’s valences, instrumentalities, expectancies, equity of rewards, and accuracy of role perceptions when assessing the requirements of his followers. Additionally, personal characteristics of subordinates determine how the environment and leader are interpreted. Effective leaders clarify the path to help their followers achieve organizational goals and facilitate the journey by reducing roadblocks and pitfalls. This approach assumes that there is one right way of achieving a goal and that the leader can see it while the followers can not. This casts the leader as the knowing person and the followers as dependent, thereby limiting the development of the follower. While the path-goal theory has some validity, Bass argues that better leaders integrate a task-oriented and relationship-oriented approach (Blake & Mouton, 1964) as well as demonstrate their ability to clarify the path to the goals (Bass, 1960, 1990). Knowing the root and cause of this type of leadership helps develop understanding on the part of those that can effect a change in leadership within an agency. Comprehending the methods by which such environments develop and their negative impact on the agency as a whole - via individual officers’ experiences, opens the doors on hidden collusion that destroy morale.
Organizational climate is essential in developing a culture of incorruptible individuals and this climate is set by the organizations leaders. Within the SCORE unit of the Kansas City, Kansas Police Department (KCKPD) at the time of the indictment, it was not clear if leaders set a tone of ethical conduct, nor did it appear that principled conduct was the cornerstone of the command leadership philosophy. Specifically, all ethical standards for Kansas City Police Department are derived from Wyandotte County Unified Government code of ethics and the police department lacks police specific philosophies toward ethical conduct (Unified Government Ordinance, 2009). Although, the International Chiefs of Police have established a code of honor adopted by many police departments, it is unclear bases on empirical information what KCKPD leadership expected of their Police officers. For instance, it is vital for executive to formulate as stated by Martin (2011), “an agenda that explains the moral purposes of the department” (para. 6). Therefore, not making an ethics based agenda and delivering a repetitive and deliberate focus on such an agenda to all levels is one failure by leadership to have contributed to creating a perceived environment of unethical conduct. On the other hand, senior managers cannot root out corruption without captains, lieutenants, sergeants and senior officers. With all of the temptation, attempts to fit into a subculture, and desire to please superiors, mentoring younger officers becomes extremely important. Mentoring can either allow corruption to spread, or it can be also be nipped in the bud. With these issues at hand, it is important that law enforcement agencies invest in upstanding supervisors and leaders in their departments because according to statistics, leaders have a significant impact in preventing corruption and therefore play a significant role in the agencies in which they serve. Therefore, it becomes imperative that effective leaders – who share the same goals – be in place to set the standard for subordinates to see and emulate (Martin 2011). As an employee of the Arizona Department of Corrections I recognize many external factors that have greatly affected my Department. There is also a deeply rooted culture in the Department of Corrections that is resistant to change. Based on my personal experience with the Arizona Department of Corrections, the most influential external factor is political and legal trends, and of the three levels of organizational culture, seen, heard, and believed, the most impactful is what is seen
Leadership effectiveness is dependent on the relationship between the leader and the followers and can be effective if the leader is popular or authoritative in situations depending on the experiences and expectations of the employees (Schultz, D., Schultz, S., 2010). Although the contingency theory has merit and is valued in many organizations this author feels that servant leadership and path-goal theory is better suited to this author in her work with an Assertive Community Treatment team for a community mental health center. In an ACT team is important that the staff have the skills and confidence they need as they go into the community to provide services and make decisions working with consumers with severe persistent mental illness. In order to provide support and assist the staff in building their confidence and developing skills needed in their jobs the servant leadership style and path-goal theory of leadership provides the best approach to leadership for an ACT team.
The criminal justice system is one of the most important components in the public service system. Since it is a system that citizens encounter daily it would be most beneficial for those who are employed to behave as ethical leaders. Leadership skills and ethical behavior are both parts of the duties of any officer serving the law. Often employees are placed in quick decision situations that can have fatal outcomes if not handled properly. By ensuring that all officers of the law have a set of functioning ethical leadership skills can not only develop a well-rounded individual, but also builds the relationship between the community they serve to protect. The police and other officers of the law have great discretion and power over an individual which makes having responsible, ethically behaving persons on the front lines even more important. With the right training and education, ethical officers can set the bar and improve the quality of life of the community they serve as well as other officers.
All organizations, especially law enforcement agencies, require leadership. Maintaining a dependable leadership structure is key to the success of any organization. The philosophy of the modern style of police leadership involves a leader who is strong, competitive and unreceptive to change. Police leadership is based from an autocratic style which is founded on integrity and courage, embracing teamwork, involvement and shared leadership (Cordner & Scarborough, 2010). This style of leadership works well in an emergency situation in which rapid decision making and strict control is needed. The negative aspect to this style of leadership is the inability of the organization to function with the absence of leadership.

There are multiple human factors that the law enforcement leaders must take note of, such as, family issues, financial issues, stress, health, and morale. These human factors that play an important role for law enforcement in general can impact morale, officer safety and the public perception. When addressing the human factors, “Law enforcement leaders should challenge themselves and their employees to increase safety margins by focusing on human factors. The leader and follower relationship is looked at as winners and losers, when it is actually a symbiotic association. (Chaleff) Leaders cannot exist without followers and followers cannot exist without a leader. Leaders can forget that they need the backing of a solid team of followers in order to succeed. Because they make the “important” decisions and enjoy an astronomical rate of pay, it is easy to overlook the loyal, hard working individuals that make everything happen under them. Followers too can forget that they are a valuable element of a successful organization, and that their feedback and ideas are welcome.

Police leadership uses standardization and procedure as a way to create consistency and predict¬ability in law enforcement operations (Batts, Smoot, & Scrivner, 2012). The San Diego Police Department, like nearly all law enforcement agencies uses leadership models mimicking the United States military. Paramilitary organizations use highly structured framing to conduct business operations. The structural frame creates compartmentalized specialization, and predictable, uniform task performance desired by police executives. The tightly designed rank-and-file structure delineates locus power and control based on position (Bolman & Deal, 1991). Power rests at the top. Contained with this structure is top-down control of personnel,
