Governor Wilma James’ state is facing severe budget cuts due to economic struggles and drops in tax revenues. The Department of Revenue had informed the governor that she must find ways to reduce the budget by $6 billion. There are several areas which the governor acknowledged as fixed and cannot be touched such as, health care and pension payments. Several proposals were brought to the governor’s attention and the one that stands out the most were the prison system. After conversing with the correctional commissioner, the governor decided to order an early release of inmates whose been charged with drug related crimes. Governor James believes that her action will reduce the state’s budget immensely; however, another problem that may transpire, is the rise of drug related criminal activities occurring all across the state. This essay will briefly highlight the contexts of prison labor and work release programs, and how it would be a better alternative as compared to the early releasing of felons incarcerated for drug related crimes.
The three health officials will also be required to critique the social worker's form of being an assistance to the top three health care officials in the program as well as the patients who are receiving treatment. The social workers in the facility will be taught to have passion for the rehabilitation of the inmates and are strongly encouraged to have a positive influence on the inmates as they help the mentally ill inmates cope with their internal issues. Even though prisoners are incarcerated, they still are entitled to certain rights. There is a lot of debate about which rights prisoners should have because they can’t have too much freedom, and they also can’t have too little freedom. If inmates have much freedom, chaos would reign over the facility. No inmate would learn to truly change their ways and fit back into the community successfully. If too little freedom is given, inmates would be neglected and treated like animals. The perfect balance is needed to achieve a functional correctional facility.

With the increasing numbers, and the reductions in the prison budget, means the staff to prisoner ratio will continue to worsen. With this means that the supervision of prisoners will be less available which will reduce time out of cells and time in classes working towards rehabilitation. This also leads on to another problem within staff in prisons, in terms of their relation with the home office. The more prisoners coming into prisons increases the workload for the staff, this is without the relief of additional staff being employed. Once an individual is convicted and sentenced, they are then taken into custody of the state or federal government. The term custody refers to an individual taken to a detention facility. The incarcerated individuals within the correctional facilities in Canada make up one of the highest risk population groups for HIV and it continues to be a significant problem within the Canadian correctional facilities (Chu, Elliott, & Canadian HIV/AIDS network, 2009). Canadian prisoners make up a substantial chunk of the individuals infected with HIV as whole, inside and outside of the prison system (Chu, Peddle, & Canadian HIV-AIDS Legal Network, 2010). The HIV rate in Canadian prisons remains relatively stable, which is good news, however, there is not a whole lot done in order to help the individuals who are infected with HIV at the moment (Public health agency of Canada, 2012). During the years of 2009 and 2010 there were 13,500 incarcerated inmates and of that population roughly 2% were infected with HIV, this did not include the individuals who have not disclosed their HIV status to prison officials; or those who are HIV positive but have not been tested for the virus (Public health agency of Canada, 2012). An article written by Bonnycastle and Villebrun, (2011) found that the CSC infectious disease surveillance system estimates that 70% of prisoners remain unscreened for HIV, because the prisoners at the highest risk for the disease are more likely to forgo the testing.
