Community School Weights Case Study

This bill represents relating to Foundation School Program funding for certain students. SB 496 bill purpose was to address financing requirements for funding for at risk students that request a flexible school day program. The commissioner would calculate average daily attendance for students served under this section, allow accumulations of hours of instruction for students who schedule would not allow normal school state funding. The funding under this section would be determined based on the number of instructional days in the school district calendar, seven-hour school day, however, attendance would be accumulated over school year including any summer or vacation sessions. The Children’s Defense Fund (CDF) is an exclusive nonprofit organization that advocates children. Founded in 1973, this organization defends all children’s rights, primarily the poor. Ms. Marian Wright Edelman first started CDF in Washington D.C. The mission of the CDF is, “to ensure every child a Heathy Start, a Head Start, a Fair Start, a Safe Start, and a Moral Start in life and successful passage to adulthood with the help of caring families and communities.” (Taylor,1) This six week summer program is designed for children in grades kindergarten through twelfth grade. The objective of this program is to stricken the amount of academic material lost over the summer months. This program is centered on children in jeopardy of academic failure. As the LCFF purpose was to provide more services/programs for EL Learners, foster youth, and low-income students, we find that this system is not only a district decision, but also a community-based decision. In order to implement this policy, responsibility will be bestowed upon the “Foundation School Program” and the Texas state Legislature (Grusendorf, 2015, pg.2). These two groups play the most vital role in changing and implementing the new “state formulas” (Grusendorf, 2015, pg.3). Both will work together in creating and agreeing to the new state formulas. We will review the formulas every year and decide if funding is truly being distributed with equity. Only if they are not then will both organizations have to re-write the formulas to improve upon them.

Finally, one of the most recent types of programs established to combat unequal school funding are Pupil weight programs. Pupil weight programs work by assigning each student a “pupil weight”; for instance, a student in a regular, average program would be a “1”, while a student in the English as a second language program might be given a weight of “1.65” pupils (Augenblick, Myers & Anderson, 1997). In addition to second language learners, many of these programs give extra weight to students in special education, Title 1 programs and free and reduced lunch programs (Augenblick, Myers & Anderson, 1997). Furthermore, a student in a wealthy school district may be given a pupil weight of “.75” and therefore receive proportionally less state funding. These programs have been praised as resulting in “a distribution of funds that is sensitive to both the differing needs and the varying wealth of school districts. Time will tell, however, if Pupil weight programs will continue to meet educational needs for students, or if a better system will need to be developed.

The overview of these three programs and attaining them is optimal, essentially a cycle of opportunity. By providing these services it develops a base for a long-term goal of achieving self-sufficiency and out of poverty. However, the accessibility of these beneficial resources may be difficult to obtain based on eligibility. New ideas that may help improve or reduce disparities in future programs can begin by concentrating on and expanding educational resources. For instance, a program that holds educational sessions on a monthly base, targeting communities, informing families of available resources and assisting with the application process. Another idea would be collaborating with the school system, specifically low-income based communities. After school program can be initiated to target parents that need assistance with extra resources and services. Parents are benefiting from this program because they are able to finish up their schooling and show the value of education to their children. The administration supports a newly designed technical assistance program that brings both current and best practice evidence –informed practices for local programs. They also support the local programs working with their local school systems to be educated on the skills that children will need and the gains they will need to achieve by kindergarten in order to achieve a smooth transition into formal schooling. According to the Whitehouse, “We must support families, communities, and schools working in partnership to deliver services and supports that address the full range of needs of Hispanic students” (2011). Through early childhood education programs such as Head Starts, services are not just offered at the school programs but in the home as well. The administration believes that some of the funding that is allocated to these programs should be used in recruiting and retaining high-quality teachers this includes Latino teachers who can overcome the language barrier and help achieve the language gap.
