United States is the home of immigrants. As this nation is historically built on immigrations, it has greatly impacted of what is America today. In 2013, America has approximately 41.4 million immigrants, which accounted for 13 percent of U.S. population (Migration Policy). This may seem an immense amount of immigrants, but there are undocumented illegal immigrants as well. Undocumented immigrants are immigrants who have entered U.S. without proper inspection or use of false papers, or legal permission (University of Texas). Presently, U.S. illegal immigrant population is 11 million (Migration Policy), and about 285,00 are Chinese youth (Sanchez). This is an immense amount of Chinese international student, and the reason is because of the parent’s personal decisions. William Bennet, a CNN reporter, interviewed many rural Chinese parents about the value of America Education and noticed three differences. First, Chinese youth have high standards and high expectations which is norm in China (Bennet). Second, Chinese people believe American Universities are the “Beacons of freedom, individualism and self- improvements” (Bennet). Chinese people also tend to think universities are emblems of the highest achievement (Bennet). Third, Chinese parents are willing to sacrifice almost anything for their child’s education (Bennet). These three differences explain how important education is to the Chinese and showed how these parents are emphasizing that education is the key to a successful life. The process of getting your child to America is on another level of difficulty. The average disposable income for the people living in the rural is under $1,300 per year (Hays). As this is a low income for people living in the rural, it’s obvious they cannot afford to send their child to America, thus leading to illegal immigration. The most recent way of illegal immigration is by boating to Mexico and sneakily crossing the border to California (Sanchez). In 2015, Border Patrols in San Diego estimated that about 663 Chinese Nationals sneaked into U.S. territories (Sanchez). Once arriving into California, finding education will not be as difficult as it seems. In the Washington Times article, it stated that the University of California will fund $25 million to illegal immigrant education (Washington Times). This means undocumented immigrant will have support from the University of California. University of California President, Janet Napolitano stated, “We are committed to continuing a path forward for undocumented students at the University of California. This funding will further strengthen the university’s undocumented student initiative, and help ensure that these students receive the support and resources they need to succeed” (Washington Times). After the first wave of Chinese immigrants arrived in the United States in the early 1840s during the California Gold Rush, many Chinese people continued to travel across the Pacific, escaping poor conditions in China with hopes and ambitions for a better life in America. They laid railroad tracks in the west coast and also serviced in mining during the California gold rush. You start to see the success of the Chinese immigrants which encouraged the poor Chinese to come to America. The United States is a nation built on a strong foundation of immigrants. People have come to America from many parts of the world, for a variety of reasons. Some have been pushed out of their homeland because of poverty and oppresion. Others have been pulled towards a new life in America, due to opportunities to improve their future. In 1840-1950 Swedish Immigrants were pushed out of their country or wanted to leave because of the way things were there.

According to present estimates, this foreign-born population consists of 18.6 million naturalized US citizens and 22.1 million noncitizens (Cenato, 2013). Among the noncitizens, approximately 13.3 million are permanent legal residents, while 11.3 million (28%) are unauthorized migrants. (Cenato, 2013). The majority of unauthorized immigrants are primarily from Mexico and other Latin American countries, they live Texas, Florida, California, New York and Arizona (Zong et. al 2015).
Immigration was a hotbed political topic during the late 1800s and 1900s. Each limiting immigration policy against a certain group enacted correlated with a spike of racism from white America. There is a direct correlation between racism and limiting immigration policies. The most striking example is the Chinese Exclusion Act of 1882 which effectively froze Chinese immigration for ten years. Furthermore, it blocked current Chinese resident aliens from becoming US citizens because State and Federal courts were forbidden from granting citizenship.

In 1880, the Hayes Administration authorized a well known U.S. diplomat named James B. Angell. His job was to negotiate and control a new treaty they were planning with China. The treaty was called the Angell Treaty, which permitted the United States to restrict or prohibit Chinese immigration. In 1882, the Congress passed the Chinese Exclusion Act, which eliminated the process of immigration of any Chinese laborers, whether it were skilled workers or unskilled workers for 10 years. The Act also required every Chinese person going on a voyage in or out of the country to carry a certificate identifying his or her occupation as a laborer, scholar, diplomat, or merchant.
