The reporting party (RP) stated on 12/17/16 foster mother Cheryl Lamb was mopping the floor while foster children Michael and Caleb were outside. Later the minors wanted to enter the home and were asked by the foster mother to put on sock due to the wet floor. Caleb complied and put on his sock and went inside the home, however, Michael was defiant and refuse to put on the socks. Michael was informed to put on the sock or to wait until the floor dried. Conversely Michael chose not to put on the sock and walked backwards on the floor, falling on his bottom. Michael stated he was pushed by the foster mother, thus he fell. 3:20pm- IRTC spoke with assigned CPS, Oneeka Peters, who reported that the subject child was interviewed at the Brooklyn CAS on 3/21/17 and there was substantial disclosure of possible sex abuse. CPS expressed that Detective Ruby was present and he reported that he does not think the alleged subject is the foster parent’s ex-husband, but there was a brother (foster parent’s relative) who frequented the home during the timeframe the child was referring to. CPS expressed that the subject child stated that the alleged subject was the foster parent’s husband, but there were questions as to who she was actually identifying. The reporting party (RP) stated resident Frank Barrell DOB: 6/5/33 was admitted into the facility on 11/15/16 and passed away on 12/15/16. The RP disclosed the facility failed to offer the resident food. According to the RP, Mr. Barrell was a Hospice resident and would sleep several hours a day. Consequently the facility had failed to wake Mr. Barrell for his meals and not provide meals for him in his room. The reporting party (RP) stated minor Anthony Silver DOB: 6/19/99 resided in the facility until when he was given notice on 10/4/16. According to the RP, Anthony went AWOL from the facility on that date. While being transported into custody to Juvenile Hall he disclosed that staff members brought drugs and alcohol into the facility. The RP stated she spoke with the minor privately regarding his allegation and disclosed several staff members were involved in bring in pills, tobacco, alcohol, and meth into the facility. When the minor was asked which staff members, he replied he didn't know and could not remember. Additionally Delila disclosed that she prays while she is in the bathroom and feels comfortable about doing so, however, the foster family make fun of her for praying.
