3:20pm- IRTC spoke with assigned CPS, Oneeka Peters, who reported that the subject child was interviewed at the Brooklyn CAS on 3/21/17 and there was substantial disclosure of possible sex abuse. CPS expressed that Detective Ruby was present and he reported that he does not think the alleged subject is the foster parent’s ex-husband, but there was a brother (foster parent’s relative) who frequented the home during the timeframe the child was referring to. CPS expressed that the subject child stated that the alleged subject was the foster parent’s husband, but there were questions as to who she was actually identifying. During the visit the RP observed multiple bruising to the foster child's lower part of his spine, upper left shoulder, and on his back area. The RP stated she took pictures of the bruises. The RP stated Aurora disclosed shortly after her placement in the facility on 9/24/14 she observed the residents smoking in the back yard of the home. According to the RP Aurora began smoking shortly after the encounter. Aurora stated a staff person named Kate would supply her with cigarettes. Aurora stated she observed a staff person named Shawna share the same cigarette with a resident named Austin. The RP stated Aurora was constantly belittled and harassed. On 11/4/16, FFA social worker (SW) Maria Morales Munoz visited CFP Gina Medina. On her way out, Ms. Medina accompanied SW to the gate. A young girl was passing by and SW pointed out that she reminded her of a foster child Ms. Median used to have in placement (Juliana Marmolejo). Ms. Medina informed SW that Juliana was again attending Bakersfield High School which is the same school that Ms. Medina’s bio daughter (Raymie) and the Ms. Medina’s other foster children attends. Around 5PM, Ms. Medina informed FFA SW Munoz, in person, that Juliana’s current foster mother, Jackeisha Meadows allegedly allowed Juliana to have her boyfriend over to have sex with him in Ms. Meadows home. The reporting party (RP) stated resident Frank Barrell DOB: 6/5/33 was admitted into the facility on 11/15/16 and passed away on 12/15/16. The RP disclosed the facility failed to offer the resident food. According to the RP, Mr. Barrell was a Hospice resident and would sleep several hours a day. Consequently the facility had failed to wake Mr. Barrell for his meals and not provide meals for him in his room. The RP stated when her employee would arrive and asked Mr. Barrell if he had eaten he would respond "no." Furthermore, the RP disclosed of an incident when an employee arrived after 10AM and Mr. Barrell had not had breakfast. EREPORT # 19480 stated the following: Foster child, Hunter Harper, called the Yalobusha County office stating that the incident occurred "the other day". Foster child called stating that his foster parent, Donna Davis, slapped him "the other day" and busted his top lip. He stated that there was blood on the floor as a result of the incident. The allegation came to CPS recently however the incidents would have occurred about one year prior to the report. The reporting party (RP) stated minor Anthony Silver DOB: 6/19/99 resided in the facility until when he was given notice on 10/4/16. According to the RP, Anthony went AWOL from the facility on that date. While being transported into custody to Juvenile Hall he disclosed that staff members brought drugs and alcohol into the facility. The RP stated she spoke with the minor privately regarding his allegation and disclosed several staff members were involved in bring in pills, tobacco, alcohol, and meth into the facility. When the minor was asked which staff members, he replied he didn't know and could not remember. Consequently the RP continued to speak with the minor and he revealed the names of Gary Stanley, who no longer works in the facility.

The reporting party (RP) stated the foster child Delila disclosed that foster mother yells and calls her names such as "dumb." Additionally Delila disclosed that she prays while she is in the bathroom and feels comfortable about doing so, however, the foster family make fun of her for praying. Delila described how the foster parent's cook and eat different meals at different times. Furthermore the foster children are served leftover meals two consecutive days.
