Glenwood is a residential suburb in western Sydney, Australia. With an area of approximately 5km2, Glenwood has over 4,200 dwellings. The majority of the land has been categorised as a low density residential zone. In the 2011 census, the population of the suburb was recorded as 15,926. Since then, the population has risen by roughly 200 per year. Glenwood is a multicultural society, which consists of 45% of its people coming from a non-English speaking background.
Glenwood is surrounded by four major roads including a motorway leading to Sydney and Canberra from the Western suburbs. There are four entries and exits to these four roads through Glenwood. One of them leads to Norwest Boulevard which produces heavy traffic during peak hours due to the Norwest Business Park. The business park, situated next to Glenwood, accommodates 400 businesses with over 20,000 employees.

While economic factors are important when evaluating and analyzing policies, there needs to be more of an emphasis on the social impacts policies have, especially when it comes to community development policies. The subject of affordability is complex and is contributed to by a number of factors including the impost created by Council processes, which is the scope of the HAF-T5 Project.
