Dr Sally Yu is a chartered chemist specialising in construction materials who has been recognized for her innovative approaches to engineering chemistry and combustion science. She instructs as an expert by Bond Legal to prepare a report on behalf of Queensland Best Property Group. This report will be used in Court at the trial/hearing of dispute.

The scope of inspection is the newly-built cladding of the outside building walls of the Bond Tower and the framework which supported the construction work. The whole process of inspection and collection was undergoing with a notary, James Cooper, who was appointed by the Supreme Court of Queensland.
7.2.1. The process of inspection and collection
a) Inspection 1
09:00 am, I arrived at the Bond tower, 25 Lake Orr Drive, Robina. First of all, I went to the construction site office to pick up the drawings of Bond Tower renovation plan, the project management plan and the BOQ of cladding. From the documents, it is stated that aluminium cladding with a 50mm ‘ventilated cavity’ to vent moisture next to 150mm of Celotex FR500 insulation will be installed. This type of cladding has a Class 0 rating, the highest rating for preventing the spread of flames (see figure 7.1). All related diagrams attached in Appendix B.

09:45 am, I started the inspection and collection job from the north bottom side of the building and followed by clockwise movement. Steel frame structures are made as the name suggest from steel, the material is strong and flexible. When weight is added it bends without cracking. Another characteristic of steel is that its plasticity or ductility, meaning that when force is added it won’t crack however it will lose shape therefore giving warning for people to evacuate the building. A disadvantage of steel is that is loses strength when subject to fire. Studies have shown that it can loose up- to half its strength when subject to fire, therefore making it imperative to cover the steel with boards or spray on.

Lightweight construction has been used in building construction for more than thirty-five years. Fire fighters have been dealing with the dangers of this type of construction since it was developed. Lightweight construction is generally considered to be either wood frame or steel building materials, where the roof and/or floor supporting systems are constructed of lightweight prefabricated materials. The main problem with lightweight construction is the decreased load carrying capability and stability of the manufactured members under fire conditions.
In today’s ordinary construction the fire ratings would not be the same. The fire rating would be worse in my opinion. Most of the materials used in ordinary are cheap and poorly made. Materials are made with more make-up products that seem to fail a lot more so than the older materials from later years. Materials have tests now of days to determine the soundness of the materials. These tests are a flame spreading rate test and a heat release rate test. “The flame spreading test is determined by subjecting the material placed in a horizontal tunnel to a gas flame. A combustible material will be rated as Class A, Class B, or Class C based on its performance in this test. A material rated as Class A would have a lower flame spread, and therefore a better performance rating, than a Class C material”(Quarles). The fire rating numeric number scale can go from 1 to 160. The second test would be the heat release rate test. This test would involve the size of an item or product, set the product on fire and see how fast the product burns. One room was filled with modern home furnishings while the second room was filled with furnishings made of cotton, wool, and solid lumber.
