Service-Disabled Veterans have earned the right to receive certain preferences for government contracting because they volunteered to serve their country. Congress established programs to benefit Service-Disabled Veterans, choose three programs and describe these programs. Explain how these programs benefit a small business over a large business.
Small Disadvantaged Business The Small Disadvantage Business was established by Congress to provide an opportunity to businesses that are consider disadvantaged. This group has to be subject to racial or ethnic prejudice, or cultural bias. The candidates for this program have limited access to capital or credit opportunities. They have to be part of a minority ethnic group usually, Hispanic, Asian, African American, and Native American. These groups are considered to be socially disadvantaged according to the regulations. The business that is owned has to be at least fifty one percent controlled by a socially, and economic disadvantage individual. There is also an income restriction. The individual cannot have income, and property that exceeds seven hundred, and fifty thousand dollars (Business, 2001).

Participating PCPs must register under the Veterans Choice Program (VCP). If approved, the Design Team will explore options and make recommendations regarding potential redefinition of the workload bundles. The training program focuses completely on women because the DAV knows that they are the ones who struggle the most when trying to start their own business. When the DAV started this program over 200 veteran women and military spouses were invited to join us for a presentation with an overview of the program. Afterward, there was an opportunity to ask questions with our staff. This gave them all the information they needed to know about what the program was offering. Compensation services are designed to help deliver disability compensation. Disability Compensation is, “a tax-free monetary benefit paid to Veterans with disabilities that are the result of a disease or injury incurred or aggravated during active military service.” Pension and fiduciary provides services for wartime Veterans, survivors, and their families that face financial troubles. The pension and fiduciary services provide “supplemental income through Veterans Pension, Death Pension, and Dependency and Indemnity Compensation.” Benefits assistance services help ensure the quality and training of Veterans Benefit Administration employees who work with Veterans, Servicemembers, and their families. The Department of Veterans Affairs is a government run program to assist the U.S. Veterans who are disabled soldiers. It began when the Pilgrims passed a law that required disabled soldiers to receive benefits from the colony, as early as 1636 (U.S. Dept. of VA, 2014). By 1776, the Continental Congress provided pensions to disabled soldiers during the Revolutionary War. Later, the Veterans assistance program expanded to include benefits and pensions not only for Veterans, but also for their widows and dependents. Finally, the Veterans Health Administration (VHA) was established in 1865, to form the National Home for Disabled Volunteer Soldiers, an institution created specifically for the honorably discharged volunteer soldiers, of which the first national home opened in 1866 located in Augusta, Maine (U.S. Dept. of VA, 2014). Today, VHA has expanded the VA health care system, which comprises 150 hospitals, 820 Community-Based Outpatient Clinics (CBOC), 300 Vet Centers, 131 National Cemeteries, 56 Veterans Benefits Administration Regional Offices (NCVAS, 2014). The VA health care system also includes 126 nursing home care units and 35 domiciliaries (U.S Dept. of VA, 2014). As described previously, labor market disadvantage is when an individual or group is discriminated against because of reasons irrelevant to productivity or lack of resources. One of the self-defense mechanisms described in the Race, Ethnicity, and Entrepreneurship in Urban America articles is labor unions. Ultimately, labor unions provide a more inclusive method of entering into the workplace and seem to benefit everyone. Additionally, another self-defense to labor market disadvantage is entrepreneurship. Entrepreneurship directly gives the minority the ability to control their situation and their surroundings, unlike the problems they face entering the workplace. Not only should groups utilize labor unions, but they should also enter in using
The U.S Department Veteran’s Affairs (VA) provides a wide range of benefits for our service members, veterans and their families. Some of these benefits include but are not limited to include compensation, disability, education, and home loans. Throughout this paper I will discuss these benefits and the eligibility required to receive them. Eligibility for most VA benefits is based on type of discharge received through the military which is normally all discharges under other than dishonorable conditions.
This is great information, what caught my attention was the fact that small business gives equal opportunity to women and minorities. That is an important factor and that is also one thing that I feel is key in why small businesses are so important. Upon doing research I learned that small businesses paid almost fifty percent of the U.S. payroll and this payroll was towards individuals who may not have been qualified for jobs at larger corporation. The US economy is made up of various types of people from different walks of life and I feel it is important that all individuals should have an opportunity for employment so that we can provide for our families and small business help this become possible.
