The United States accounts for 5% of the world population, but our prison population makes up 25% of the world’s (Nagin, 2014). African Americans account for the largest percent of our prison population because they have the highest incarceration rate compared to other races. This essay will argue that African Americans are incarcerated at a higher rate than Caucasians. Proven by statistical data, there are grounds to establish that the racial disparity in incarceration rates is a social problem. To address this social problem, public policy should be implemented by the Federal Government.

Melville Jean Herskovits was an American anthropologist who developed the African-American studies in academia. He was famous for his research on Africa and his studies on entomology. Herskovits was the first noticeable white man knowledgeable to express his black beliefs to which was not pathological however rather naturally African, and that it had to be observed within that perspective. In the eyes of many, mass incarceration constitutes a brutal technique of punishing individuals for excessive periods of time. There are many reasons to be doubtful that the system of mass incarceration has helped the nation in any form. Rather, locking up millions of people for nonviolent crimes seems just too excessive and redundant. According to “The Black Family in the Age of Mass Incarceration” by Ta-Nehisi Coates published in The Atlantic magazine, the majority of those incarcerated are minorities mainly African American. More clearly, the technique of mass incarceration is used to limit the numbers of minorities in society or control the minority population. Regulations regarding incarcerating millions must be reviewed thoroughly on a federal level and refine precedent to a better future. What major actions must be taken into account to change the turmoil of mass incarceration? Is it possible to adjust the law in reparation for a better future?
The situation of the black american during this period was one of change. In the years leading up to the civil war, the southern states were dominated by comically high amount of slaves, with almost 90% of African Americans in the United States being in chains. The abolition movement was growing though, and gaining a large backing. Come 1861, the cries for abolition were deafening, and the South seceded, firing the first shots of the civil war on Ft. During pre-colonial African kinship and inheritance, it provided the bases of organization of many African American communities. African American men were recognized for the purpose of inheritance. They also inherited their clan names based on their accomplishments, as well as other things when one decease. Land was not owned in many parts of Africa during the pre-colonial period. It was yet held and distributed by African American men. Access to the land by women depended on their obligations or duties within the gendered division of labor. Agriculture was the job of many African women. Men believed in having several wives that would all work together as farm workers and do whatever duties necessary as required.
The number of two-parent African American households is dissolving. According to the U.S. Bureau of the Census, the black family has declined from 80% in 1890 to 39% in 1990. The result of conflict, and warring souls in the African American community, this trend can be stopped and reversed. The African American family must first gain an understanding of what is causing this dissolution, then they can be taught about what principals and skills they must adapt in order to reverse it. Once this is accomplished, the black family must be given opportunities to share this information. By taking these steps, two-parent African American families would once again be prevalent in the United States.
