WW II drastically changed people’s priorities, needs, values and beliefs in a short period of time, there was not enough time to prepare for this worldwide war that was life altering event. What people needed the most during the onset of WW II was a food product that was nutritional, easy, and quick to make, readily available and cost-efficient.
Hormel Foods wanted to advertise SPAM as a versatile use with over 1000 uses and statements like these helped people believe that it was indeed the truth

This combines the values of all three stakeholders, like the food service sector and the head of the university wants to implement affordable ways to feed their diners but the innovative ways of the food production sector can make this change in an affordable manner.
