In light of the recent spate of police-involved homicides of suspects who may or may not have put the lives of the police involved in fear for their safety and well-being, this paper seeks to examine the use of deadly force by police officers in the line of duty. The training involved in using one’s service weapon in situations that call for a determination of the use of force will be explored, as will the rules, regulations, and extenuating circumstances that lead to the firing of a service weapon in the line of duty, resulting in the death of a suspect. The Supreme Court cases that have led to and/or upheld laws allowing a broader interpretation of what is considered justifiable use of deadly force will be briefly examined. Additionally, the use of non-lethal weapons, such as Tasers, by police forces and how the availability of these weapons influences the rate of deadly force will be inspected. Finally, an elucidation of the various perceptions of the general public of the police after use of deadly force is used within their communities will be addressed.

Policing in the United States has changed dramatically since it was first brought to the thirteen colonies from England. However, some of the issues faced then are being faced in policing today. I chose to do this second paper on the militarization of American police departments. This will lend to the thesis Greg and I intend to submit for our final presentation – so we are beginning our research now. As discussed in class, the militarization of police departments is leading American police departments – city or small towns – to act like occupational forces. This is due to several different factors ranging from the availability of weaponry and tanks, to the training of the police departments, to the accessibility of locating crime by advanced surveillance and tracking systems. To further our exploration, Greg and I chose two episodes of the HBO show Vice to watch and elaborate on. For our final presentation we will incorporate these as well as a book Greg has read and some interesting research we will find online. Not only is the militarization of police departments a controversial subject, the consequences of such a transition of our police is detrimental to many. The episode of Vice, and something we are all aware of and have discussed extensively in our courses, reference that the consequences are felt far more severely on the African American population and in low income areas. The two episodes of vice interview several different people about the effects this has on them individually and their communities. These effects, in turn, lead to lack of faith in law enforcement.

The last agency I am going to talk about is part of the Bureau of Customs and Border Protection (CBP). This agency is called the US Border Patrol. These are the people that you probably here about the most. Their primary task is to prevent the smuggling and unlawful entry to undocumented aliens into the United States, apprehending immigration law violators, and serving as the primary agency responsible for drug and contraband interdiction between ports of entry (Turbiville, 1999). This paper addresses four problems that policing faces in the United States. The problems that will be covered throughout the paper are: police discretion, race and policing, police corruption, and police use of force. Throughout the paper, I will provide an understanding for each problem, discuss some issues of each, and provide some suggestions of how these problems should be addressed.
