Introduction
The Pueblo Chemical Depot Operations Division invites proposals for construction of 10 Real Time Analysis Platform (RTAP) vehicles. Based on previous work experience, your firm has been selected to receive this RFP and is invited to submit a proposal to produce the exhibition experiences described herein.
BIDDERS SHOULD NOTE THAT ANY AND ALL WORK INTENDED TO BE SUBCONTRACTED AS PART OF THE BID SUBMITTAL MUST BE ACCOMPANIED BY
Bids will be due no later than October 1, 2012 at 5:00 p.m. central standard time. All proposals should be submitted and mailed to 3151 Alabama Ave. Selma Alabama 36753, no later than 5:00 p.m. Any late proposals after this date and time will not be accepted. Bids will be reviewed and the chosen contractor will be notified by November 1, 2012. In which the project should began by November 3, 2012. The prospective completion date shall me March 3, 2012.
The government selects contract proposals from many competitors large and small, and each proposal must be effective in scope and developed with an attitude of winning the contract. The panel should also evaluate work performed by subcontractor's. All subcontractors contracts will be evaluated by the panel. Subcontractor's will be evaluated for possible risks and any past criminal infractions.

There will be no public opening of offers and all offers will be confidential until the award has been made. However, Sports Field, Inc. may release proposals to a support contractor to assist in the evaluation of offers.
The information that they provide is scrutinized and their credit is checked to qualify their bid. After the proposals are accepted and the subcontractor is awarded a job, a formal contract needs to be put in place. This contract covers all the project specific information in detail specifying what is expected from the subcontractor, the legal disclosures and liability clauses. A project furnishes mainly three pieces of a contract: the scope of work, project schedule and schedule of values. The scope of work covers the work that is expected to be performed, project schedule specifies the time in which the awarded project needs to be completed and the schedule of values points out the detailed breakdown of the cost the contractor is going to fulfill for the project which is generally derived from the purchase order. Change order is the change which takes place in the scope of work after the contract is put in place, these need to be documented and the increase or decrease in the cost affected by this change need to be compensated by either of the parties. The government uses sealed bidding when requirements are clear, accurate, and complete. Invitation For Bids (IFB) is issued and includes description of the product or service, instructions for preparing the bid, conditions for purchase, packaging, delivery, shipping and payment, contract clauses to be included, and the deadline for submitting bids. Sealed bids are opened in public, read aloud, and recorded. A contract is then awarded to the agency with the low bid. Firm fixed price contracts are used in sealed bidding (Subpart 14.1 - Use of Sealed Bidding).
If I were Sandy I would have been working to the wee hours of the morning doing extensive research on multiple companies on which to release the contract for a quick bidding process. I cannot decisively make an argument for a bidding process to be viable in this situation due to the lack of information. The guidelines for when to enter competitive bidding in chapter 8 specify a wide range of variables that should be taken into consideration before beginning a process for bidding. We cannot make the decision because we don’t know the “dollar value of the purchase,” (Min 6006) the “number of suppliers who are willing to participate in the bidding process,”(Min 6006) or what a sufficient amount of time would be to prepare and submit bids for a purchase like this would be.

HA will not be the GC on this deal. We will up-date the pre-flight accordingly. The potential GC's are Devcon Construction Inc, RD Olson; Swinerton Builders, Reisner Construction. The Bank is not familiar with any of these contractors, except for RD Olson. Related is going to use RD Olson on our Fullerton project, closing early May. Received feedback from ramp managers, requested projected traffic from JB Hunt (Astrid), and Keith has requested further salary/contractor expenses from budget and forecasting. Have followed up with Astrid and have not gotten an answer as of yet.
Sealed bidding is a form of reviewing contracts in which the bid is literally 'sealed' and "submitted in response to invitation-to-bid (ITB). Sealed bids received up to the deadline date are generally opened at a stated time and place (usually in the presence of anyone who may wish to be present) and evaluated for award of a contract" (What is a sealed bid, 2012, Business Dictionary). Although the bids are sealed prior to being opened at the designated date, afterwards all "interested parties" can review the bids, although "they don't have access to the bidders' financial data and other proprietary information. The contract is awarded to the company with the lowest bid" under most circumstances (What Sealed bids vs. proposals: How they compare, 2012, ONVIA). Of course, the reliability of the contractor and the feasibility of the lowest bid must first be evaluated before the contract is extended. The bid must fulfill the stipulations of the original IFB. The competitive tender of the renovation construction project was held on 9th January, 2017 and the Gold-Coast Construction Ltd won the bidding with the quoted price of $3 million.
