PURPOSE A Project Charter is a mandatory document written in the “Project Initiation”. It provides the formal authorization of the existence of a project, and provides the Project Manager with the authority to apply resources to support project activities. The information contained in this Project Charter is high-level information that is known at the time of approval / issuing the Project Charter. The primary audience of this document consists of the project team and the stakeholders of the project. It serves as a communication device and guides future project planning, project execution and control. 1.1 Project Description and Purpose The main purpose of this project is to develop a Mobile App called “Self-Pride” for 2014 General Elections. “Self-Pride” will assist contesters, leaders and voters get live updates of election schedule, manifesto, meetings, and debates on policy and campaign events. It will also have feature “Know your candidate” and participating opinion polls. This project is scheduled to be completed in 6 months with an estimated budget of $20000. 1.2 Objectives The main objective of this project is to develop a mobile application for a political party named “Self-Pride” which enable voters and leaders by updating campaign events, meeting, debates and extra features to attract voter interests. The project charter is a formally authorizing document for the projects existence as well as for the authority to use organizational resources throughout the project. The value of this document is that gives the Project Manager the proper authorizations for the project as well as the authority to use all and any organizational resources. The problem solved from the document is that it allows for the projects existence and for the continuation of it. When the document is rather not issued for a project there are many ramifications that can come into play if the project continues on course without it. For without the charter there is failure for the project, for there is no funding from outside sources, and there can be charges put in place for using unauthorized funding, sources, or organizational resources (PMI, 2004).
