Proactive Policing Research Paper

On December 18, 2014, President Barack Obama signed an Executive Order establishing the President 's Task Force on 21st Century Policing. The Task Force Members sought expertise from stakeholders and input from the public through Listening Sessions, teleconferences and written comments as they worked to identify best practices and make recommendations to the President. The Task Force submitted an initial report to the President on March 2, 2015 and released the final report on May 18, 2015 ("Final report of the resident’s task force on 21st century policing," 2015).

Reactive policing is the response of the police to individual or group aid throughout the community. It is usually referred to as an immediate response to calls as well as follow-up investigations. Proactive policing involves the action of police to obtain information about crime in a community and develop strategies to combat it. The suppression of crime rather than the response to crime is what separates reactive policing from proactive policing.

In the last three decades, several concepts have been advanced to organize efforts to improve policing. Among them have been team policing, neighborhood policing, community policing, zero-tolerance policing and problem-oriented policing. Herman Goldstein was the first to propose problem-oriented policing in 1979. Problem-oriented policing is a policing strategy that involves the identification and analysis of specific crime and disorder problems, in order to develop effective response strategies in conjunction with ongoing assessment. In the 1800s, America became extremely industrialized. Due to all of the new upbringings there was a need for organized policing. Policing in America went through many different stages beginning with organized American law enforcement, to formal policing. Michael Moore and George Kelling inferred that there were three eras of policing; political era, professional era, and community era. The political era came first along, as that era began to go downhill, the professional era arose. As the professional era began to take drawbacks, the community era started up and is still going on in present day. There are many positives and some negatives in today’s society living in the community era.

Community oriented policing is a policing strategy based on the notion that community interaction and support can help control crime and reduce fear, with community members helping to identify suspects, detain vandals and bring problems to the attention of police. It is a philosophy that combines traditional aspects of law enforcement with prevention measures, problem-solving, community engagement, and community partnerships (Ref. 1).

Policing and the way they operate are truly similar as if they are hand in hand with one another. In order for operations to run smoothly and the department to be functioning as one there has to be proper training and care from the supervisors, administrators and from everyone who works together to understand that they’re a team. Everyone in the police department has to work together instead of against one another just to make sure everyone is doing their jobs by the books with no room for errors.

The biggest issue that effects policing is technology. Technology is at a rise and growing at an incredible rate. Technology advancement gives criminals a whole new way or an easier way to commit crimes. Eventually technology is going to take away jobs from our police officers and other individuals working in law enforcement. We are no longer going to need police officers out on patrol monitoring traffic, we have high speed cameras to detect incident detection, and vehicle counting, traffic flow monitoring and even people who violate traffic laws like speeding, running red lights and stop signs.

Policing in the United States has evolved throughout history. The best way to understand it is by becoming familiar with its history. There have been three policing eras in the United States and they were the Political Era, the Reform Era, and the Community Policing Era. The Community Policing Era is the form that is presently used in the United States.

NYC policing has been an ongoing problem for many years now, but in recent years it has gone to the point that civilians are starting to kill off our protection. What are the main issues for the police to abuse their power on us citizen’s, is it being racist affecting on how they do their job or is it another element being in played for cops to abuse their powers? In my paper, I will be talking about the certain trainings that an officer should receive before and after finishing the police academy. Being trained in a certain way can affect the way that a cop will do their job and if a police officer is not being trained in an efficient way then it can cause chaos with us as citizens. Since the September 11, 2001, law enforcement agencies across the nation recognized the need to integrate intelligence into their current community policing approach. When intelligence is available, decision-making is more effective and efficient. Intelligence enables law enforcement agencies to implement policies and procedures necessary to combat the concerns of the community.

Community policing is one of the philosophy in which most of the countries effectively working with it. According to U. S. Department of Justice Community policing is a philosophy that promotes organizational strategies, which support the systematic use of partnerships and problem-solving techniques, to proactively address the immediate conditions that give rise to public safety issues such as crime, social, and fear of crime (n.d). This essay critically examines the conditions, which would impact both positively and negatively on the police procedures required to implement community policing strategy in the Maldives.

The movie ‘Policing the Police” is a documentary with INTERVIEWS done of citizens and the Newark Police Department. The first word I thought of when I began watching this movie was DYSFUCTION. From both the police and citizens stand point. The Newark Police Department seems to lack organization and communication. The city is a mess with gangs and gun violence. I believe this movie can have both the CONFLICT and FUNCTIONALIST theories applied. Looking at it from a conflict perspective the police and community are having somewhat of a power struggle.
