Mental health is an integral part of health and well-being of human being, as reflected in the definition of health in the constitution of the World Health Organization (2015), the "Health is a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity." Mental health, like other aspects of health, can be affected by a range of socioeconomic factors that need to be addressed through comprehensive strategies for promotion, prevention, treatment and recovery in a whole-of-government approach.

A more recent study indicates that mental illness in general is found in more than 26% of the United States adult population, of which 6% are severe and limit the patient’s ability to function (Martin, p. 163. 2007).
