The United States accounts for 5% of the world population, but our prison population makes up 25% of the world’s (Nagin, 2014). African Americans account for the largest percent of our prison population because they have the highest incarceration rate compared to other races. This essay will argue that African Americans are incarcerated at a higher rate than Caucasians. Proven by statistical data, there are grounds to establish that the racial disparity in incarceration rates is a social problem. To address this social problem, public policy should be implemented by the Federal Government.

In today’s society, discrimination is an issue that is considered to be a thing of the past. In a country with such diversity it is hard to believe that people living in the “land of the free” face issues of racism. This paper will focus specifically on the social problem of mass incarceration of minority groups and how the criminal justice system targets these groups. Although this social problem can be linked to specifically African Americans, the impacts of mass incarceration can be felt by almost everyone. I have chosen three articles that focus on how the criminal justice system is masking mass imprisonment a major problem in minority communities.

The United States is less the 5% of the world population but has almost 25% of the world’s prison population (Coates, 2015; Waldman, 2016). In the last 40 years, the number of American civilians imprisoned by the United States has increased 500%. (Mauer, 2011). However, this explosion in incarceration rates has not been evenly distributed throughout the American population (Waldman, 2016). While one in seventeen White men will be imprisoned in their lifetime, one in sixteen Latino men will face this fate and for Black men, the number is one in three (Mauer,2011). The trend of African American males between the ages of 25 and 29 has seen a dramatic increase of incarceration. Attention has been focusing on areas of housing, education, and healthcare but the most prominent problem for African American males is the increase in the incarceration rate. African American males between the ages of 25 and 29 incarceration rate has been thought, by many, to be caused by economic factors such as under employment or unemployment, poor housing, lack of education, and lack of healthcare. Yet, others believe it is due to the imbalance of minorities within the criminal justice system, such as judges, lawyers, and lawmakers.

All societal groups are affected by the issue of imprisonment, but it is a far more likely occurrence among marginalized cultural groups, particularly African Americans. As the United States celebrates the nation's triumph over race with the selection of Barack Obama as the first African American male president, a majority of young black males in major American cities are locked behind bars, or categorized felons for life (Alexander, 2010, p. 1). Bonczar and Beck (1997) report that:

Underachievement, lack of inclusion, and backward progression within society is a trend that engulfs African American men constantly in the American society. There is a continuous struggle to break the persistent mold. Although many feel that the United States has overcome its racist history, the legacies of slavery and racism still affect our policies and practices today. Of the nearly 2.1 million adult men and women imprisoned in the United States, roughly 70% are persons of color (Minton, 2012). Within the criminal justice system, people of color are imprisoned disproportionately due to racist laws, are denied access to the rehabilitative options given to Whites, and are harassed and mistreated by U.S. agencies.

Racial disproportionality of United States prison populations have been a controversy for several years. It is not entirely evident that the racial disproprtionality is cause to discrimination; however it does contribute to the conditions are the prisons. The criminal involvement of blacks and other minorities seems to be linked to the racial disproportionality of the prison populations. The types of crimes that are committed especially in the black community are addressed in the journal. The differences in the involvement of black offenders as it relates to more serious crimes as robberies and homicides which is a major contributor to the larger percentage of the prison system. The more serious crimes also tend to account for more of the disproportionality between black and white incarceration rates.

The United states has a mass incarceration problem with 1 out of 4 of the total population being incarcerated. With the highest incarceration rate in America makes up five percent of the world's population but holds twenty-five percent of the world's prisoners.The rate of incarceration has increased greatly over the last 50 years and continues to grow .The prison systems have become obstreperous, expensive, and destructive to society. African Americans account for fifty six percent of the people incarcerated. The discrimination of black men in the justice system has escalated in the last 50 years causing mass incarceration, broken family systems with distrust of the government, and increased mental health problems in the black community.

“The United States imprisons a larger percentage of its black population than South Africa did at the height of apartheid. In Washington, D.C., our nation’s capitol, it is estimated that three out of four young black men (and nearly all those in the poorest neighborhoods) can expect to serve time in prison” (Alexander, 2012). The numbers tell the story better than words can: black people are more likely to go to prison than any other race in the United States, shown by the fact that more than 60% of the prison population is composed of people of color (The Sentencing Project, 2016). These statistics can be traced back to several different cause, including the Era of Jim Crow and the War on Drugs, both of which led to higher policing in minority areas.

The Mass Incarceration in the United States is a major topic of discussion in our society and has raised many questions about our criminal justice system. There are few topics disputed as much in criminal justice as the relationship between race, ethnicity, and criminal outcomes. Specifically, the large disparities that minorities face regarding incarceration in our country. Minorities such as Hispanics and African Americans are sentenced at far higher rates than their white counterparts. There are multiple factors that influence this such as the judicial system, racial profiling by law enforcement, and historical biases (Kamula, Clark-Coulson, Kamula, 2010). Additionally, the defendants race was found to be highly associated with either a jail or prison sentence; with the “odds increasing 29 percent for black defendants, and 44 percent for Hispanic defendants” (King, Johnson, McGeever, 2010).
