For this assignment, I will identify a social problem. I will then explain the rational selecting the social problem. I will describe the state and federal policies that impact the social problem. I will identify specific methods to address the social problems. Finally, I will explain how the agency and student can advocate to address the social problem. The social problem I would like to identify among the clients at A Second Chance is that African American students have been arrested by the police. According to A Second Chance (n.d.), African American students have greater negative implications by getting suspended or arrested for offenses that are minor. It is stated by A second Chance (n.d.) that youth are in the juvenile system due to minor offenses. I chose this social problem because the students have a chance to better themselves in make better decisions. The state policy that impacts the African American students being arrested is that the Philadelphia school district has implemented something called diversion programs that can help to transform the lives of students (A second Chance, n.d.). According to Link Law (n.d.), diversion program is a form of sentencing where the offenders have the opportunity to avoid charges, and a criminal record. The program is led by the police department, and if the programs are successfully completed by the offenders, the offender’s charges are usually dropped (Link Law, n.d.). Failure to do the program or complete it will result in the heightened penalties (Link Law, n.d.). The federal policies that impact the African American students is the Gun-free schools act that was created in 1994. According to the University of Virginia (n.d.), the Gun-Free schools act requires that the schools expel a student for one year if they are caught with a fire arm in their possession. This policy includes anyone caught with being in possession of a toy weapon, and objects that looks like a weapon (University of Virginia, n.d.).
