Pre capillary sphincter are the rings of smooth muscles that ate known to regulate blood flow in the capillaries. 

Sphincter can open and close the entrance of the capillary, which causes change in the blood flow in the capillary.

If all the pre capillary sphincters are open the blood will flow into the associated branches of capillary. When capillaries dilate blood flow is increased due decrease in vascular resistance an increase in cardiac output.

Hence dilation of arterial blood vessels decreases blood pressure.
