The Transportation Equity Act for the 21st Century (TEA-21) is a monumental transportation policy that has begun to outline transportation policies and regulations while influencing new infrastructure in the United States. According to the Department of Transportation (1998), TEA-21 is a “landmark” act “improving safety, protecting public health and the environment, and creative opportunity for all Americans.” Such policies and regulations are important in order to maintain the economy while protecting workers, consumers and the environment. With the American economy slowly on the rise, TEA-21 provides regulations to further stimulate the economy by implementing low-cost transportation methods that are dependable. According to the Department of Transportation (1998). TEA-21 “…supports trade and security” at the nation’s borders, “efficient transportation” and provides “support” for “university-level education and research programs” at university transportation centers. TEA-21 is monumental in improving various aspects of the transportation process and systems to make transportation more efficient and resourceful, which is analogous with my vision of the regulation.
Although TEA-21 encompasses a vast array of transportation, it’s an extensive regulation that may be difficult to fully implement. I think it is a much needed step toward the improvement of transportation methods and processes that will benefit all Americans. My vision of the regulation includes having several teams and groups to implement the various aspects and components of the TEA-21. TEA-21 will allow for increased safety for all people, for everyone is involved in the transportation process whether recreationally or professionally. It provides a national protocol for all states to adopt to ensure the universal implementation of safety procedures. The project proposes to develop the 336.2-acre site with up to 1,050 residential dwelling units, 1.2 acres of neighborhood commercial use, 22.3 acres of recreational open space, 199.7 acres of open space, a 0.8-acre fire station site, and a 10.3-acre school site.

The Department of Transportation (2014) discusses how this research will expand on the Minnesota’s Office of Traffic Safety and partners implemented a program named Toward Zero Deaths. The Minnesota Department of Public Safety (DPS) and the Office of Transportation (OTS) conversed on working together on Toward Zero Deaths in 2001. For the most part, both agencies shared the same vision to decrease the number of deaths and severe injuries traveling on the roads of Minnesota.
With the overall objective in mind of providing public transportation to all Americans, we have to understand all of the different modes of transportation that need to be reconstructed and funded properly. America is a geographically diverse nation and all need to be taken into account to meet the growing demand of transportation over these differing regions. First off, we have to address states that must begin to rely on ferry transport across bodies of water. The ferry system needs adequate funding so that commuters can cross bodies of water such as the Puget Sound and Chesapeake Bay. Docks, landings, ferry boats, and employees will all need funding to ensure that this happens. Water public transportation is an unutilized territory and in this growing age we hope to help it strive. We plan to rebuild ferry landings
In the next twenty years, this insidious tax is projected to nearly double (Mallinckarodt p1). Bill Fay said," Cars stuck in traffic waste more fuel and emit more pollutants than cars that are moving"(Dahl 4). High occupancy vehicle (HOV) lanes are one of the primary tools used to reduce traffic congestion on the state highway system and improve air quality ("HOV Lanes in California …" p1). The usual goal of HOV lane restrictions is to provide overall congestion, and emissions reduction (Mallinckdet. p 1). However, in recent years, HOV lanes effectiveness in achieving these goals has come in to question ("HOV Lanes in California …" p1). When drivers use a highway, they do not pay the cost that they may be imposing on other drivers. Ideally, traffic should flow smoothly at the speed limit. However, as traffic increases, eventually the addition of one more vehicle will slow the flow and increase the travel time of other vehicles. At this point congestion (the negative externality) begins (Dahl p4). Sen Daniel Patrick Moynihan said," The train technology, offers great opportunities to reduce congestion in our surface and air transportation system" (Clough 9). Thus building high-speed trains would aid the problem of increasing congestion at America's airports and on the highways.
