INTRODUCTION. When the word Public Administration come accross one’s mind, people would think of government civil workers and bureaucracy in government office. However, Public Administration is wider than that. Public Administration exist to provide services to the peoples. Therefore people have rights to know how their tax money would be spend, what happen to the budgett allocate to Public Administration by government and who is taking responsibilities over any action or planned carried out by the public sectors.
Eventhough there might be distortion in achieving government policy, which is sometime is cause by unavoidable external cause, the citizen are expecting Public Administration would be handle it in a way that would bring less impact to the society. In order to satisfy citizen’s almost idealistic expectations, Public Administration must have the sense of highest integrity. Government are entrusted with public funds and resources, and must adhere to the highest ethical standards. Honesty, integrity, propriety, and objectivity, These goals can only be achieved through a combination of individual proffesionalism, personal standards and rigorous control framework (Deloitte). These years, people are began to question government officials integrity and government are trying to promotes the importance of integrity to their officials as well as to the citizens. For example in Malaysia, the government had establish Malaysian Integrity Instituition and Enforcement Agency Integrity Commission, that would receive reports from citizens regarding the misbehaviour of government officials.
The
Woodrow Wilson words gave clear statement of the basic foundation for old administration:”…administration lies outside the proper spheres of politics. Administration questions are political questions. Although politics sets the tasks for administration, it should not suffer to manipulate its offices”. Leaders in the public sector are expected to maintain a level of morality and integrity which serves the interests of society, while at the same time demonstrates personal responsibility, diplomacy, and truthfulness. Therefore, when attempting to arrive at appropriate ethical decisions, public administrators must possess the capacity to exercise moral imagination. However, moral imagination is not enough. Public administration is just like any other administration that is for the public’s interest and its main purpose serves as a government policy. It is a course of action that is taken through government party into a policy. Public administration is the management of public programs. It is considered a public affair that works mainly with the executive branch and is part of governmental functions.
In Woodrow Wilson’s article “The Study of Administration”, Wilson arguments for a strong and effective public administration were based around two points. First, the fact that the governmental system had expanded greatly from when it first started and as a result had become more complex and had many more parts to it. Second, to split government between politics and administration, as there should not be politics in administration, instead let those who wish to be involved in politics concentrate on politics and those with expertise in the field administer the policies. The case study “The Blast in Centralia No.5: A Mine Disaster No One Stopped”, showed that a bureaucracy that is weak has the same affect on its constituents as no bureaucracy at all. As a result, after reading those two articles, I feel that there is a need for a strong and effective public administration system.
PA can be seen as a as a dense twist of organizations and branches of government which need to relate to each other in order to serve the public needs of the society. Bureaucracy, as a result, is the internal engine of each public branch of government which coordinate and organize through rules and in a hierarchical way, all the administrators, as to provide an efficient system which is able to satisfy all the public demand of goods and services. However, most of the time it is subject to ridicule and condemnation by the citizens and the whole society for several reasons. The society is moving towards a large-scale economy and there is an exceptional increase of free trade and exchange all around the world. This fact has brought vast opportunities to build up newer policies, wide-range political programs and methodologies in the field of public administration. I would like to contribute to this challenging environment after completing the necessary education. My intention is to supply well-rounded ideas which would possibly contribute to public administration in my home country. I am determined to provide meaningful and finest solutions to diverse problems of public administration. Consequently, my goal is to successfully complete master of public administration and serve society as a high quality public official.

All organizations strive to streamline operations, which in turn should lead to saving money. Fighting the wasting of resources should be a top priority for any government entity and particularly for supervisors, managers, and executives. In the public sector this is particularly true because the citizens in effect supply the resources wasted. The public trust should not be abused by careless or needless spending. However, because of the bureaucratic nature of any government agency, some waste cannot readily be avoided. The laws and regulations that have been duly enacted to secure justified expenditures in and of themselves can cause waste.
To become a public administrator, you must have the ability to work with different people from different background, different age groups, and various economy classes. A Public administrator cannot be biased towards one group of people and turn around and be favorable towards the other. As an administrator, you have to be transparent to everybody that you encounter, even people that you will be working with, and people that you are working for. According to the publication, “Ethical Dilemmas in the Public Service,” by the Commonwealth Association for Public Administration and Management, describes that the ethical issue that government officials face in any organization is nepotism and bias. The reason why this event occurs is that some of the individuals in the public administrative positions are not transparent in the workplace and are also influenced by personal gain.
The Administrative process consists of key elements that makes the administrative process helps our economy run and the key elements are decision-making, budgeting, and implementation. The Administrative power that the government holds is what enables the administration to run the economies with the key elements that were said. There are different sources of powers that each of the administrative agencies possesses. Each key element can be broken into many important aspects that keep’s the administrative process running.
The purpose of this essay is to discuss the public interest and the administrative responsibility. Discuss some of the recent ethical obligations confronting public administrators in their day to day decision making. Also we will examine the recent trend in privatizing government functions. Finally, we will discuss if privatizing posses any type of dilemma’s for the attainment of public interest.
Traditional for-profit business organizations have always provided formal financial accountability information, mainly because stakeholders such as investors, stockholders, and partners require and expect them. Until relatively recently, non-profit organizations and public-sector entities have not been subject to the same scrutiny. However, with every public disclosure of financial irresponsibility, waste, and misappropriation of funds, those entities and institutions have been under increased pressure by the public to provide the same types of disclosure and financial documentation as has traditionally been the case with private-sector, for-profit organizations.
The notion of development has become the world’s major concern since the last century. Many countries around the world are striving to alleviate themselves from underdeveloped countries. Thus, one of the main challenges is to create an efficient public management for their citizens. However, in order to do so government must emphasize on comparing those public management with other regions to succeed their goals. For three decades, comparative public management has become the key factors which drive a better governance. “Comparative” in terms of public management is basically meant to study structural mechanism and contexts that countries have in common. (Subramaniam, 2000). It is defined as a tool to analyze the weakness and strength of the government’s structure in order to cover their loophole across regional and global survey research (Wilson, 2011). The terms of “Comparative” also play an important role guiding what government should do in order to succeed in their structures, it also helps government to analyze the gaps of their national and social settings. Moreover, public management is currently becoming government’s main focus on achieving their goals in creating an effective good service delivery to their citizens (Pollitt & Bouckaert, 2004). This paper will examine comparable element in public management. Furthermore, the paper will identify the process, benefits and harmfulness of the comparison.
