One of the first steps in forming a group is the screening process. According to Jacobs many agencies do not allow members to be screened. This can be a huge problem because most of the time there are members that do not need to be in the group. In Groups in Action, Corey explains how significant it is to select and screen potential members. The screening process allows the leader and the potential member to know if this group is the right fit for them. The leader needs to be aware of the needs of each member and by using the screening approach it allows them to make sure the individual members needs will be met. This not only is a great way for the leader to understand what the group will be like but the potential member will understand the goals of the group and there will be no miscommunication.

Once the right candidates have been selected, the next step is to properly train the new volunteers using the appropriate human resources management strategies in order for them to accurately perform the tasks of their new jobs. These training and development strategies are a great tool to motivate current volunteers, as well as teach new volunteers their jobs. In order to develop a training strategy, an assessment of the training needs of the organization is required. A needs assessment will use organizational, personnel, and task analysis to identify the suitability of training, who needs training, and what tasks, knowledge, skills, and behaviors need to be trained. Once this is completed, a learning environment must be created. The responsibility of the learning department falls under the human resources department and consists of the following steps:

The logistics of infrastructure in Africa are an equal challenge for all MNOs. That is a given. Where Airtel might have been overly optimistic is in hoping its Africa model would run similarly to its success in India, based on a first-to-market approach and having some leverage to overcome legislative obstacles. Unfortunately, while Airtel has a 30-year history of being first in India (with pushbutton phones, cordless phones and then mobile), they were not first in Africa. There were major EU, Middle East and South African players there ahead of them.
