In general, policy evaluation is the process of objectively understanding how a policy was implemented and what effects did it have, for whom, how and why. There is a wide range of evaluation options available, however, each needs to be tailored to the type of policy, program or intervention or delivery of service considered. Brownson, Chriqui and Stamatakis (2009) explain that evaluation of public health policies can take the form of three primary types: process evaluation, which aims to understand approaches to enhance the likelihood of policy adoption; content evaluation, which aims to identify specific policy elements that are likely to be effective; and outcome evaluation, which aims to document the potential impact of policy. As a realist method, program theory involves making explicit the policy theory about how the intervention is meant to work and its anticipated impacts when implemented (Weiss, 1997). It thus connects the process, content and outcome. Although physical activity policy interventions are complex because they involve many actors and are embedded in social systems, they can change through learning (Rabin et al., 2006). When addressing such complex policy interventions, Jolley (2014) proposes an evaluation model that emphasizes “recognizing and responding to changing contexts and emerging outcomes, providing rapid feedback and facilitating reflexive practice” (p. 71). Pawson (2005, 2006) argues that realist methods are compatible with the complexity of such interventions because they focus on the theories that underlie how policies will bring about change. Realist evaluation synthesizes the rationale of the policy and evaluates the inter-relationships between contexts, mechanisms, and outcomes to provide a picture of "what works, for whom and under what circumstances" (Pawson & Tilley, 1997, p. 342). Public policies have direct and indirect impact on physical activity and can have differential impact on health outcomes for diverse populations. Policy implementation is a very complex process since it occurs in a natural setting and challenges practitioners to interpret, and attach meaning and value to this process. Case study research methods are gaining prominence in gathering information of the phenomenon yet unknown and which otherwise is not accessible through quantitative methods; the research process is defined by systematic series of steps designed to provide careful in-depth analysis of the case in a natural context. It is important to understand the implementation process of a state-level physical activity plan to determine factors that facilitate or hinder the desired outcomes of interest to policy
