In general, policy evaluation is the process of objectively understanding how a policy was implemented and what effects did it have, for whom, how and why. There is a wide range of evaluation options available, however, each needs to be tailored to the type of policy, program or intervention or delivery of service considered. As a realist method, program theory involves making explicit the policy theory about how the intervention is meant to work and its anticipated impacts when implemented (Weiss, 1997). It thus connects the process, content and outcome. Although physical activity policy interventions are complex because they involve many actors and are embedded in social systems, they can change through learning (Rabin et al., 2006). When addressing such complex policy interventions, Jolley (2014) proposes an evaluation model that emphasizes “recognizing and responding to changing contexts and emerging outcomes, providing rapid feedback and facilitating reflexive practice” (p. 71). Pawson (2005, 2006) argues that realist methods are compatible with the complexity of such interventions because they focus on the theories that underlie how policies will bring about change. Realist evaluation synthesizes the rationale of the policy and evaluates the inter-relationships between contexts, mechanisms, and outcomes to provide a picture of "what works, for whom and under what circumstances" (Pawson & Tilley, 1997, p. 342). Policy evaluation goes through a series of questioning of how the policy identified and implemented the desired effect and the possibility of modifications to produce efficiencies. For example, during an evaluation, data collected is in constant use from previous monitoring. In monitoring, emphasis is placed on results and processes that are derived from procedural implementation. These two overarching components of a policy constantly work together to form any type of adjustments needed for policy effectiveness and efficiency (Capturing Experience Monitoring and Evaluation, 1988).
Those against mandatory exercise say that if students feel it is important to exercise they will create a program of physical activity on their own and it does not need to be a part of the school. The problem with this theory is that the majority of people would stop the program if left on their own without any sort of accountability. For example, a study was done on several different exercise plans to see what results would happen over time. First the theoretical approach of self-monitoring was used. This program left individuals to attend exercise sessions on their own without any intervention from others. The overall observation was that interest in attending and exercising was lost after about four weeks. Next the approach of stages of change was used. This program used four different groups. One group received weekly calls with structured inquiry to see how and when the subjects were personally exercising. The second group received weekly calls with general inquiries about their exercise habits. The third group received a call every three weeks with general inquiries of exercise, and the last group received calls every three weeks with structured inquiries. The results were, that 63% of the subjects who were called more frequently were regularly exercising as opposed to only the 22% exercising success rate of those that were called less frequently. There is nothing more important than health, especially in this day and age. It’s concerning that only 29 percent of high school students surveyed by the CDC (2011) had participated in at least 60 minutes of physical activity on all seven days before the survey. The CDC also noted that only 31 percent of these high school students attended physical education class daily. Only 8 percent of elementary schools, 6.4 percent of middle schools, and 5.8 percent of high schools provide daily physical education to all of its students (SHPPS, 2000). The government is missing the fact that physical education can actually improve test scores, not the opposite.
