Creation of a Pennsylvania Private Licensed School (PLS) and the Associated Costs in Creating the School

The following steps are a generalization of what is required to become licensed in Pennsylvania, each step requires either the completion of an application or the creation of or submission of other information such as; financial data, equipment lists, information about the owners, directors, instructors, locations etc…
The Pennsylvania Department of Education has licensing authority for private degree-granting institutions and the State Board of Private Licensed Schools has authority over for-profit/proprietary schools and for-profit/proprietary vocational-technical schools.

While the applications must be submitted electronically, the fees must be mailed to the division and the fees must be received in the division by 5:00 PM on the deadline date.
The SBPLS has established a limit of three programs per school for review per Board meeting.

Please also note that a number of the costs are fixed and a few are variable and can change up or down as it relates to the amount of work needed to satisfy the State requirements. All work and related expenses will be tracked and invoiced on a regular basis.
