Immigration Policy Making Process

Policy making is a continuous process whereby existing laws and regulations governing immigration and naturalization processes in the US are monitored and modified to address the existing problems while striving to avoid new ones. Johnson designed a wheel model that facilitates the modification of the laws. The model is simple but effective in making the policies since it entails eight steps. The process entails the following steps, arranged from the first to the last:
• Setting agendas
• Definition of problems facing the immigration processes
• setting objectives of the intended immigration laws
• identifying alternative solutions to the immigration problems facing the US

In 2005, the Congress enacted an Act called “The Real ID Act of 2005” that modified the US Federal law on matters authentication, visas, identification cards (IDs), driving license and security in addressing terrorism (Biscobing 3-6). Nonetheless, the Senate and House of Representatives produced conflicting bills on immigration issues. The House of Representatives confirmed the Border Protection, Anti-terrorism and Illegal Immigration Control Act of 2005. Such an act focused on border and interior security of the US as well as workstation governance (Kilgannon, 3-5). On the other hand, the Senate developed the Comprehensive Immigration Reform Act of 2006 (CIRA) which could facilitate attainment of citizenship by unrecorded immigrants who were by then residing in the US and promote legal immigration (Pivec 2-4). However, the two groups did not draft an integrated bill that could accommodate their views and suggestions. However, the two groups of politicians developed alternatives that could not offer appropriate measures for addressing the vice. The Comprehensive Immigration Reform Act of 2005 provided that provided that for the guest workers to apply for US citizenship, they had to pay back taxes. Such a provision errs against the original US constitution which deters the Senate from enacting legislations that facilitate revenue generation. On the other side, the bill designed by the Congressional members faced criticisms from the judiciary and thus failed to be implemented. Therefore, the various bills that are in the process of development may address terrorism and ensure internal security as well as workstation
