Essay On Community Policing

The Associations of Chiefs of Police created this website as a police informational site. It is an educational site that explains the hiring process, basic requirements, training and academy life, and skills candidates should process. The site also offer a virtual ride along. I can use this site to explain the training and academy life of a cadet.

Traditionally determining whether police or policies are effective or not, may be done by evaluating the crime rate for a geographic area. A crime rate in the United States is determined using the FBI’s "Uniform Crime Reports" (UCR) or "National Incident Based Reporting System" (NIBRS) as well as the Bureau of Justice Statistics’ "National Crime Victimization Survey" (NCVS). Community policing is more complicated than simply comparing crime rates and there is also no universally accepted criteria for evaluating community policing. However there are some commonly used structures. One possible way to determine whether or not community policing is effective in an area is for officers and key members of the community to set a specific mission and goals when starting out. Once specific goals are set, participation at every level is essential in obtaining commitment and achieving goals. Street-level officers, supervisors, executives, and the entire community should feel the goals represent what they want their police department to accomplish. Using this evaluation I looked at the community programs the Conover Police are currently involved in.

In the 1800s, America became extremely industrialized. Due to all of the new upbringings there was a need for organized policing. Policing in America went through many different stages beginning with organized American law enforcement, to formal policing. Michael Moore and George Kelling inferred that there were three eras of policing; political era, professional era, and community era. The political era came first along, as that era began to go downhill, the professional era arose. As the professional era began to take drawbacks, the community era started up and is still going on in present day. There are many positives and some negatives in today’s society living in the community era.

Community policing is explained as a collaboration of community and the police working together to help identify and solve criminal activities. Additionally, the whole concept behind it is to promote public safety and to enhance the quality of life within the neighborhoods in which we reside in. Community policing is composed of two major components which are community partnership and problem solving. Community policing is a program that was initially started in the 1940’s. Community policing has evolved to be the most used strategy for policing. “It is an approach to crime detection and prevention that provides police officers and supervisors with new tools for addressing recurrent problems that plague communities and consume a majority of police agency time and resources” (Peak, 2012, 65). It has been defined by various people differently. But all the definitions have similar principles (Chappell, 2009). They focus on proactive problem solving and create relationships with the community to address any issue that may arise. Community policing is a combination of client-oriented and problem-oriented policing.

Community oriented policing is a policing strategy based on the notion that community interaction and support can help control crime and reduce fear, with community members helping to identify suspects, detain vandals and bring problems to the attention of police. It is a philosophy that combines traditional aspects of law enforcement with prevention measures, problem-solving, community engagement, and community partnerships (Ref. 1).

Law Enforcement within the United States is limited as many people may feel that it is a dangerous job. With law enforcement being so limited there is one way the community can and has assisted throughout the years. Community policing is the system of allocating police officers to particular areas so that they become familiar with the local inhabitants. Although many may find community policing and problem-oriented policing to fall in the same category, there is (surprisingly) a difference between the two. For one, community policing has many definitions. For some, it means instituting foot and bicycle patrols and doing acts pertaining to the ideal bond between police officers and their community. On the matter of community policing, I believe that the police force plays a big role. This is based on implementing the various strategies geared towards achieving an effective community policing. Taking a closer look at crime, it is widely evident that crime cases in any given society cannot be solved by any single individual alone. This calls for aid in order to curb the vice. Amongst law enforcement personnel, there is a debate between traditional policing and crime prevention through problem solving. With a traditional approach, there is a swift response to incidents. However, there is a long-term benefit of crime prevention with a more proactive approach. During this article, multiple strategies will be discussed which have a direct relation to community-oriented policing. It is important to understand that any one strategy is not more important than the other, but they are all intertwined to ensure a successful outcome.

During the 1950s-1970s, police officers were setting forth policing strategies that are now known as “traditional policing” (FBI Law Enforcement Bulletin, 2004). Traditional policing has been characterized as a method of responding to crime after it is committed. Over the years, major changes began making their way into the law enforcement field that affected the way that police officers did their job, like radios being put into the vehicles. With the constant changing methods of policing, some people in law enforcement refused to believe in what is defined traditional policing.

 Community policing is a relatively new model of service delivery that is employed by the majority of police forces across Canada.  Community policing however, is not a “new” approach, it is more correctly a renewal or re-emergence of the old approach developed in Metropolitan London (Leighton & Normandeau, p.21).

Did you know that 42% of Americans find their local law enforcement untrustworthy?  This is due in large part to the number of police related incidents that have been in the news of late.  The negative publicity that law enforcement is getting has an adverse effect on all police departments, nationwide. In turn this is having an effect on police-community relations.  To better the relations between the Ringgold police department and the community there needs to be more outreach programs.
